Job Description

Job Title: Lead Officer - Commercial Property & Estates
Service Area: Assets & Development

Overview

We are seeking an experienced property professional to lead the management and strategic development of the Council's commercial property and estates portfolio. The role is responsible for ensuring that the estate is safe, legally compliant, financially optimised, and aligned with the Council's strategic priorities.

You will lead the Commercial Property & Estates function, managing a multidisciplinary team and overseeing a diverse portfolio of commercial assets including retail, office, industrial, leisure, and land holdings.

Key Responsibilities
  • Lead the management and optimisation of the Council's commercial property portfolio.
  • Oversee landlord and tenant matters including leases, rent reviews, lease renewals, and tenant relationships.
  • Manage property transactions including acquisitions, disposals, valuations, and commercial negotiations.
  • Develop and implement estate strategies to maximise asset value and support long-term financial sustainability.
  • Ensure compliance with statutory property requirements including fire safety, asbestos, EPCs, and building safety regulations.
  • Lead property investment, estate rationalisation, and asset optimisation programmes.
  • Manage financial performance of the estate including income generation, budgets, and forecasting.
  • Provide professional advice to senior leadership, councillors, and stakeholders on estate strategy and property matters.
  • Lead and develop a team of property professionals, promoting high standards of service delivery.
About You
  • Degree in Property, Real Estate, Surveying, or a related discipline (or equivalent experience).
  • Chartered membership of RICS (MRICS or equivalent) or working towards.
  • Significant experience managing commercial estates or property portfolios within a complex organisation.
  • Strong knowledge of landlord and tenant law, property transactions, estate management, and valuation.
  • Proven experience delivering asset strategies, property investment programmes, or disposal strategies.
  • Excellent negotiation, financial analysis, and stakeholder management skills.
Working Arrangements

This role is primarily office-based with some site visits across the property portfolio.
