Job Description
Clinical & Care Professional Lead for Antimicrobial Stewardship SEL is home toaround 2.1 million residents, with a younger population profile than thenational average (mean age 36.2 years vs England and Wales average). Themajority (71.8%) are working-age adults (1664 years), compared with 62.8%nationally. SEL is also one of the most ethnically diverse regions in England,with 47.2% of residents identifying as non-White. This diversity brings varyinghealth needs and complex social determinants of health, which influenceprescribing patterns and infection risks.
Across the UK, drug-resistant infections have risen by13% since 2018, despite national ambitions to reverse this trend. In SEL, thechallenge is intensified by population density, higher clinical complexity, anddiversity of patient groups, which together increase both the incidence ofresistant infections and the pressure on local healthcare systems. Nationalsurveillance (UKHSA ESPAUR) highlights these pressures, with SEL data showing variationin antimicrobials prescribing between boroughs and primary care networks (PCNs),and practices., including variation in broad spectrum, number of antimicrobialsprescribed, and shorter duration antibiotics.
Main duties of the job The UK Antimicrobial Resistance NationalAction Plan (NAP) sets out the actions that can be taken forward toconfront AMR. It requires a collaborative & co-ordinated response, working acrosshealth & care systems to embed infection prevention practice, together withappropriate, timely diagnosis and treatment, whilst protecting the use ofantibiotics to effectively respond to the threat of AMR.
The primary responsibility of the role is to provideleadership & governance responsibility for infection management in PrimaryCare, Antimicrobial Stewardship (AMS) & Infection Prevention Control (IPC) inhealth & care providers & commissioning bodies, aiming to optimise aco-ordinated approach to effective prevention, early identification & appropriate, timely treatment of all types of infection, across SEL ICS. Whilstindividual AMR champions have made good progress, a need for a lead for AMS inprimary care who can co-ordinate, plan and strategise actions to reduce AMR andpromote optimal use of antimicrobials through co-ordinated collaborativeactions has been identified.
About us Greenwich PCN Alliance Limited has been running since 2020 and consists of 4 PCNs: Blackheath and Charlton PCN, Eltham PCN, Heritage PCN and Unity PCN. Our aim at Greenwich PCN Alliance Limited is support the improvement of primary care across Greenwich by providing support to Primary Care Networks (PCN) across Greenwich and recruiting Additional Roles via the the Additional Roles Reimbursement Scheme (ARRS)
Job responsibilities Thepost holder will work with the AMS/R operational lead and other MedicinesOptimisation and Long-Term Condition Care and Clinical Professional Leads (CCPLs),Community Pharmacy Neighbourhood Leads (CPNLs) and ICB commissioning leadsacross South East London to support general practice, community pharmacy andother relevant services across primary care, interface AMS challenges,championing and implementing NAP and prescribing initiatives to reduceinfections and transmission and ensuringthat effective coordinated actions are in place across the system.
Duties and Responsibilities:
Role specific objectives in providing leadership forAMS are broadly split into 3 key objective areas to deliver across 2 years:
Dedicated support for AMS leadership aspart of the strategic commissioning function in planning, purchasing,evaluation, integration and transformation of services.
Secure a greater focus on prevention,personalised care and health inequalities in AMS, informed by clear intelligenceand insights in relation to population and service provision, aligned to theNHS 10 Year Plan.
Develop actionable plans and co-designof services which support antimicrobial stewardship in services such as PCNaccess hubs and primary care providers including pharmacy, optometry anddentistry, also point-of-care testing in urgent and acute respiratory infectionhubs and community pharmacy.
Support public health and IPC leads andproviders in the co-design of targeted interventions to reduce unwarrantedvariation and inequalities, for example using the CORE20PLUS5 framework.
Organisation of patient engagementevents to strengthen cross-sector collaboration and patient participation.
Be a member of the South East LondonForum for Antimicrobial Stewardship (SELFAS) and relevant subgroups.
2.SELProviders reducing variation and quality improvement cross sector
Provide visible leadership for AMSwithin high priority PCNs and practices identified through prescribing data.
Lead provider delivery change, management,and champion the implementation of evidence-based prescribing and good practicein primary care.
Deliver data-driven peer reviews usingthe TARGET Antibiotic Audit Tool.
Ensure consistent implementation of NICEand local antimicrobial prescribing guidelines.
Promote shared decision-makingconsultations with patients, supported by decision aids and self-carestrategies.
Embed stewardship and IPC expertiseacross, community interfaces including local projects across care settings,focusing on culturally appropriate communication, self-care promotion.
3. Digitalenhancement aligning to the NHS England Digital vision for antimicrobialstewardship
Maximise theuse of any existing tools within EMIS that supports appropriate AMS relatedprescribing, including where feasible to improve interoperability betweendigital systems for the seamless transfer of key information between careproviders, including laboratory results, antimicrobial therapy, allergies(including de-labelling) and treatment plans.
Reduce Alertsand alert fatigue with a review of AMS related OptimiseRx messages andadapting/retiring/adding messages relevant to SEL ICB and AMS strategy.
Production ofan AMS technical manual, hosted on EOLAS. As per programme aims, production ofan AMS technical manual for EMIS, giving details on ways to use the system tooptimise AMS, including instruction on indication-linked prescribing, use ofshorter durations, reduction in use of broader-spectrum agents, and decisionsupport on appropriate diagnostics.
The main duties and responsibilities describedabove are not exhaustive and the post holder can expect to take on otherresponsibilities or specific tasks as required. Further, over time it is likelythe remit and requirements of the role will evolve, and the post holder will beexpected to adjust their working approach and style to accommodate these. It isexpected that this job description would be reviewed regularly, by agreement,initially at 6 monthly intervals by the line manager.

When improving ortransforming services patients should be at the centre of the process withapplication of the principles of co-design and co-production whereverappropriate. Experience of service improvement and redesign is desirable and awillingness to develop capability in improvement methodology is important. Postholdersshould also be aware of and support local and system planning and strategic prioritiesand support boroughs and programmes in the delivery of these.
Theyshould encourage and test new ways of working, collaborating and learning fromeach other to achieve our collective ambition to improve the health andwellbeing of our population.
