Job Description
Assistant HR Business Partner - Swindon Borough council Role Purpose 
The Assistant HR Business Partner provides professional HR advice and support to managers and employees across the organisation. The role supports the HR Business Partner in delivering effective people management practices, ensuring compliance with employment legislation, council policies, and organisational objectives.
Key Responsibilities HR Advice and Support- Provide guidance to managers and staff on HR policies, procedures, and employment terms and conditions.
- Support managers in handling employee relations issues including disciplinary, grievance, attendance, conduct, and performance matters.
- Ensure HR practices comply with employment law and organisational policies.
- Manage and support HR casework, ensuring issues are handled fairly, consistently, and in a timely manner.
- Work with trade union representatives to resolve individual and collective employee issues.
- Maintain accurate records of HR cases and ensure all documentation is up to date.
- Support recruitment processes including job evaluation, grading, and participation in recruitment panels where required.
- Review vacancies and identify redeployment opportunities for employees where applicable.
- Monitor and analyse HR data such as sickness absence, grievances, and performance trends.
- Provide reports and insights to support managers and senior stakeholders in workforce decision-making.
- Contribute to HR policy development, organisational initiatives, and improvement projects.
- Conduct research and assist in preparing reports or briefing papers for the HR Business Partner.
- Experience providing HR advice within a complex organisation.
- Knowledge of UK employment law and employee relations practices.
- Strong communication and relationship-building skills.
- Ability to analyse HR data and provide practical solutions to people issues.
- CIPD qualified or working towards qualification.
