About the RoleWe are seeking a dynamic and commercially minded senior leader to drive Birmingham's acquisitions and affordable housing agenda. As Assistant Director of Acquisitions & Development, you will lead a £100m annual programme, shape the city's Acquisitions Strategy, strengthen partnerships across the housing sector, and secure new homes that meet Birmingham's growing needs.
You will oversee major investment decisions, work closely with Members and senior leaders, and ensure the Council delivers high-quality, value-for-money homes for residents.
Key Purpose- Lead the development and delivery of the Council's Acquisitions Strategy and annual acquisitions programme.
- Manage a significant multi-funded budget (c£100m), ensuring value for money and strong financial governance.
- Deliver affordable housing through strategic partnerships with Registered Providers, developers and funders.
- Shape the housing market by securing homes that meet the city's priority needs, including larger family homes.
- Bring inward investment into Birmingham by securing grant funding from government and regional partners.
- Oversee cross-Council programme governance, procurement and strategic decision-making.
- Build and manage commercial partnerships to support long-term affordable housing delivery.
- Lead procurement, commissioning and management of professional services supporting the acquisitions programme.
- Secure funding from government and regional bodies (e.g. Homes England, WMCA) for new build and acquisitions.
- Develop innovative delivery models such as Lease & Repair to expand the HRA's housing supply.
- Provide expert advice to Members and senior leaders on acquisitions, funding options and market opportunities.
- Manage complex negotiations, valuations and acquisitions to ensure fair value and best use of resources.
- Lead the citywide affordable housing pipeline, including IRP programmes and early acquisitions for regeneration.
- Oversee performance, data quality, governance and reporting across the acquisitions and affordable housing portfolio.
You are an experienced senior housing professional with strong commercial instincts, political awareness, and a track record of delivering major programmes in a complex environment.
You Will Have:- Significant experience delivering acquisitions and affordable housing programmes within the housing sector.
- A proven ability to manage large budgets and multi-stream funding programmes in a regulated environment.
- Strong experience securing and negotiating government funding and working with national and regional partners.
- Deep understanding of local government, including political sensitivity and experience briefing Elected Members.
- Extensive experience managing complex projects, delivering milestones and managing risk effectively.
- Ability to undertake and interpret options appraisals and business cases to support strategic decisions.
- Strong stakeholder management skills, influencing at senior levels across public and private sectors.
- Lead one of the most ambitious acquisitions and affordable housing programmes in the region.
- Shape Birmingham's long-term housing offer by bringing high-quality, much-needed homes into the city.
- Work across a diverse network of partners to unlock investment and expand housing supply.
- Deliver meaningful impact for residents, including supporting households affected by regeneration.
- Contribute to the HRA Business Plan and influence strategic decisions at the highest level.
- Lead and empower a multi-disciplinary team delivering new homes citywide.
- Play a senior role in supporting the Council's transformation, growth and community outcomes.
