The Organisation:

Cheeverstown is a voluntary organisation, regulated by the Health Information & Quality Authority (HIQA).

We provide a wide range of person-centred services, including residential, respite and day services to almost 400 adults with an intellectual disability in the south Dublin area.

The Role:

Area Manager, Supported Living Services - (CNM3)

Accountable to: Assistant Director of Operations/Director of Operations

Role Description:

The Area Manager/CNM3 is a senior leadership role with responsibility for the management, governance and development of a defined area of services within Cheeverstown. The post holder will provide visible, values-based leadership and ensure that services are safe, effective, person-centred, rights-based and delivered to a consistently high standard.

The Area Manager will provide managerial, professional and nursing leadership to managers and teams within their area of responsibility. They will promote a culture where human rights, dignity, respect, choice, inclusion and the will and preference of each person are central to how supports are planned, delivered and reviewed.

The Area Manager will have oversight of assigned Designated Centres and other services within their portfolio. Where assigned, they will act as Person Participating in Management (PPIM) and work closely with Persons in Charge (PICs) to ensure effective governance and compliance with the Health Act 2007, HIQA Regulations and National Standards and other relevant statutory and organisational requirements.

The Area Manager will work collaboratively with Operations, Quality and Governance, Human Resources, Workforce Planning, Finance, Safeguarding, Health and Safety, the Multidisciplinary Team and other organisational functions. They will also develop positive and effective relationships with people supported, families and advocates, the HSE, HIQA and other relevant external stakeholders.

This is a Monday-to-Friday senior management role, with participation in the organisation's on-call management roster in accordance with established arrangements.

Key Responsibilities:

  • Provide strong professional, nursing and management leadership across their assigned area and promote a culture of accountability, collaboration and continuous improvement.
  • Ensure the rights, voice, will and preference of people supported are central to service delivery, personal planning and decision-making.
  • Translate Cheeverstown's Strategic Plan and organisational priorities into effective service delivery and positive outcomes for people supported.
  • Provide senior management oversight of assigned Designated Centres and fulfil PPIM responsibilities where appointed.
  • Work with PICs and managers to ensure compliance with HIQA requirements, National Standards, New Directions and other relevant regulatory and organisational requirements.
  • Maintain oversight of quality, safeguarding, complaints, incidents, clinical governance, health and safety and risk within their area and ensure significant concerns are appropriately managed and escalated.
  • Ensure HIQA, audit, EASI and other improvement actions are progressed, monitored and sustained.
  • Provide leadership, supervision and support to managers reporting to the Area Manager and hold managers accountable for agreed standards, actions and service outcomes.
  • Work closely with HR and Workforce Planning to ensure services have an appropriate and sustainable workforce, including oversight of staffing establishments, vacancies, recruitment, attendance, rosters, agency and overtime requirements.
  • Work collaboratively with the Multidisciplinary Team to ensure appropriate clinical and therapeutic supports are available and integrated into the delivery of services.
  • Lead and contribute to service development, service review, transitions and capacity expansion, ensuring developments are informed by the needs, rights, will and preferences of people supported.
  • Maintain effective relationships with people supported, families and advocates and ensure appropriate senior management engagement where complex or significant matters arise.
  • Build effective relationships with HIQA, the HSE, community organisations and other external stakeholders and represent Cheeverstown professionally in external engagements.
  • Ensure the effective and efficient management of allocated resources and budgets and contribute to financial planning, business cases and service development proposals.
  • Use quality, workforce, financial and operational information to identify emerging risks, trends and areas requiring intervention.
  • Ensure significant or unresolved service, workforce, regulatory, safeguarding or operational risks are appropriately escalated to the Assistant Director of Operations.
  • Deputise for the Assistant Director of Operations as required and contribute to wider organisational leadership and governance.
  • Participate in consultation and engagement with staff representatives and trade unions as required, with support from Human Resources.
  • Undertake other responsibilities appropriate to the grade and seniority of the role as required.

The Area Manager will participate in the organisation's management on-call roster in accordance with agreed arrangements.

Essential Qualifications and Experience:

  • Be registered RNID on the Register of Nurses and Midwives maintained by the Nursing and Midwifery Board of Ireland (NMBI).
  • Have a minimum of 5 years' post-registration nursing experience, with at least 3 years' relevant management experience in health, disability or social care services.
  • Have demonstrated experience of leading and managing services and teams, including governance, quality and safety, workforce management, risk management and service development.
  • Have a strong working knowledge of the Health Act 2007, HIQA Regulations and National Standards, safeguarding requirements and relevant national policy relating to disability services.
  • Demonstrate experience of working collaboratively with multidisciplinary teams, families, advocates and internal and external stakeholders.
  • Hold a relevant management, leadership or healthcare qualification
  • Possess the leadership, communication, decision-making and organisational skills required to operate effectively at Area Manager/CNM3 level.
  • Hold a full, clean driving licence and have access to their own vehicle, as travel between Cheeverstown locations and other locations will be an essential requirement of the role.

All job offers are subject to two successful references, ongoing Garda Vetting, relevant qualifications and a satisfactory pre-employment medical. Salary is in accordance with Clinical Nurse Manager 3 HSE consolidated pay scales, depending on qualifications and experience.
