The Minister for Housing, Local Government and Heritage invites applications from suitably qualified candidates to fill the positions of Chairperson and two Ordinary Members to the Board of the Residential Tenancies Board.

Chairperson

Candidates wishing to apply must demonstrate in their application evidence of experience at the appropriately senior level in two or more of the following areas:

  • Proven leadership experience as Chair or CEO of a large complex organisation, ideally in the area of housing, infrastructure, regulation, or public service.
  • Change management and organisation development, with experience of driving organisational change and transformation.
  • Strategic planning capability, having exposure to and involvement in setting strategic vision.
  • Knowledge and understanding of the Irish residential rental sector, including an understanding of tenancy law, and the operational realities of the rental market.
  • Strong understanding of corporate governance and the responsibilities of a Chair, understanding of the need to operate at the highest levels of best practice in compliance, financial management, risk management, and adherence to regulatory requirements of an organisation similar in scale and complexity to the Residential Tenancies Board.
  • Experience in the effective management of the interaction between the public and private sectors.
  • The ability to establish credibility and build and maintain effective working relationships, with the ability to navigate complex political, governmental, and commercial landscapes to build consensus across sectors.
  • Demonstrated commitment to public service values and a dedication to serving the public good. Mission driven, bringing a forward looking vision for public service in the 21st century, focused on delivering public sector excellence.
Ordinary Member

Candidates wishing to apply must demonstrate in their application evidence of experience at the appropriately senior level in two or more of the following areas:

  • Demonstrated commitment to public service values and a dedication to serving the public good.
  • Human Resources, preferably in the public sector.
  • Economics, preferably related to the housing market.
  • Strategic Organisational Change and Development.
  • Regulatory services and frameworks.
  • Corporate Governance and Compliance.
Desirable for all roles

It is also desirable that candidates demonstrate evidence of experience in the following:

  • Financial experience, including an understanding of financial reporting, budgeting and financial planning.
  • Stakeholder management, effective communication skills and ability to work constructively as a team.
  • Familiarity with the Irish Housing regulatory and policy landscape.
