The Role:The Asset Management and Sustainability area is responsible for the development of asset policies, strategies and plans to determine the significant investment required into Ireland's infrastructure. The area drives investment and the Sustainability and Innovation agenda for the organisation and leads on Environmental Regulation and Compliance activities, ensuring the quality of water and wastewater is continuously monitored. The Asset Management function is responsible for strategic planning, prioritisation, and development of Uisce Éireann's Capital Works pipeline. The function plays a key role in promoting collaboration and co ordination of activities across the three asset functions as well as providing environmental assessment and management expertise across Uisce Éireann.
The Asset Strategy Team responsibility is to develop strategic plans for all water, wastewater and natural assets and to ensure the authorisation of the asset base. The scope of the team's responsibility covers 5 main areas: environmental strategy, water asset strategy, wastewater asset strategy, forward planning and planning strategy.
Reporting to the Environmental and Ecology Manager, the Asset Strategy Analyst is responsible for supporting the Ecology Leads in relation to the identification, approval and prioritisation of investment needs within the regions. The role may include working closely with third parties to develop plans which in turn deliver services for Uisce Éireann and will also involve assessments and decision making in relation to system capacity to support growth. The role holder will support Uisce Éireann in obtaining relevant statutory consents and licences. The role holder will also ensure that external service providers are following relevant policy and work collaboratively across the business through coordination of activity with other ecological/ environmental functions to build relationships with external stakeholders.
Main Duties and Responsibilities:- Undertake appropriate assessment screening of Uisce Éireann activities and projects, provide technical review and evaluation of various ecological assessments associated with Uisce Éireann plans, projects and programmes, and support Uisce Éireann in implementing national ecological and environmental legislation and policy.
- Ensure that all plans, projects, and programmes are delivered in accordance with the relevant EU and National environmental legislation and all Uisce Éireann environmental policies and guidance.
- Support the Asset Management team in the development of asset management plans ensuring consistency in planning across Uisce Éireann and alignment with relevant environmental legislation. Conduct analysis on the alignment between current and proposed plans against long term UE and National strategic plans.
- Conduct analysis to support prioritisation and programme development, providing a balanced view of cost, risk, performance and environmental protection / enhancement.
- Provide reports and insights by collating and clearly presenting the relevant information in a timely manner.
- Conduct analysis of trends and data to identify and elevate relevant issues or risks.
- Maintain focus on the achievement of project outcomes and collaborate with other teams as required to ensure their delivery.
- Ensure that Project Managers in Asset Management and Infrastructure Delivery are fully appraised of environmental regulatory requirements and implications therein.
- Contribute to setting the team objectives and targets.
- Perform other such duties in relation to work and asset management as Uisce Éireann may reasonably require.
- Collaboration with key internal stakeholders across the UÉ business.
- Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards.
- Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation wide objectives.
- Conduct duties and responsibilities in accordance with Uisce Éireann's Information Security policies, standards, processes and controls to protect the confidentiality, integrity and availability of UÉ business information and delivery of critical services, in accordance with the NIS Directive and any other relevant cybersecurity regulation.
- Other duties as required.
- Relevant third level qualification and or accreditation is desirable, preferably in the Ecology / Environmental Science field.
- A minimum of 3 years' Experience in the water, utilities or similar industries is desirable and or relevant experience.
- Experience in managing a team of professionals, resolving challenges and promoting cross functional ways of working.
- Demonstrated people management experience, with strong people, change management and conflict resolution skills.
- Experience using data analytics to challenge decisions and behaviours that don't align with our values.
- Proven track record of managing complex issues proactively, with the ability to act upon feedback and implement new ways of doing things.
- Experience in taking ownership of safety responsibilities and contributing to continuous improvement initiatives.
