Job Purpose

The Manager Navigation Systems is responsible for the planning, development, implementation and management of AirNav Ireland's Navigation systems and is accountable for the delivery of Navigation Systems projects in Technical Services.

Main Duties and Responsibilities Operational Oversight, Safety & Compliance
  • Ensure Navigation Services across all locations comply with AirNav Ireland policies, procedures, and relevant national/international standards, including ICAO, ITU, EUROCONTROL and EU regulatory requirements and recommended practices.
  • Ensure adherence to and continuous monitoring of Safety Management System (SMS), Security Management System (SeMS) and Cyber Security requirements; initiate corrective and preventive actions when required.
  • Manage Health & Safety matters in line with AirNav Ireland's safety statement.
  • Develop, document, approve, implement and maintain Navigation Systems safety and security policies and procedures in accordance with relevant legislation and regulatory SP requirements.
  • Oversee safeguarding of Navaids facilities and disaster recovery arrangements.
  • Ensuring that Navigation Systems performance is appropriately monitored, that timely corrective or preventative action is taken as necessary and that Navigation equipment is maintained in accordance with appropriate standards, published schedules and operating procedures through daily DSR safety oversight, safety performance monitoring in line with relevant procedures, and oversight of Navigation preventive maintenance programme.
Strategic Planning & Development
  • Provide strategic input into the development of corporate goals and options relating to Navigation Systems.
  • Formulate long term Navigation Systems planning and project proposals in consultation with Technical Services and Operations management.
  • Ensure Executive and Senior Management Groups are kept informed of relevant operational and project issues.
  • Ensuring adequate research and analysis of international Navigation Systems developments as a basis for informed decision-making regarding Navigation Systems development and service delivery enhancements.
  • Develop Navigation Systems strategies and plans consistent with ITU, ICAO, Eurocontrol, and interoperability requirements.
  • Coordinate system enhancements and replacements, including preparation of safety and business cases.
  • Ensure that changes to the ATM system hardware or software are subject to systematic analysis of safety aspects in accordance with appropriate procedure and regulation and that risks are mitigated as necessary.
Financial & Resource Management
  • Ensure Navigation Systems meet all budgetary, financial, cost, and regulatory performance targets.
  • Monitor and control capital and operational expenditure, ensuring delivery within financial, regulatory and performance targets.
  • Develop and secure approval for staffing levels, resource requirements, and annual budgets.
  • Ensure efficient deployment of resources while maintaining safe, secure, and cost effective services.
Leadership, Training & Performance
  • Oversee the development of technical training specifications, manuals, and tools.
  • Identify training needs and ensure delivery of annual training plans for Navigation Systems and ensuring training records are issued and maintained for Domain training activities.
  • Manage and maintain the Engineering Competency Assessment Programme for Navigation Systems.
  • Maintain effective communication across teams, including structured team briefings.
  • Ensure adherence to HR policies and procedures
Project & Programme Management
  • Act as Programme/Project Manager for Navigation Systems projects, ensuring timely, compliant delivery.
  • Support incident and fault reviews, share lessons learned, and follow up with relevant units incorporating the occurrence reporting system and tracking to closure of recommendations emanating from safety occurrence investigation reports.
  • Provide regular performance reports on Navigation Systems.
Stakeholder, Vendor & Regulatory Engagement
  • Maintain effective internal and external working relationships with stakeholders, suppliers, regulators, and customers.
  • Liaise with the IAA Regulator on relevant technical and operational matters.
  • Represent AirNav Ireland at national and international forums.
  • Oversee key contracts, including National Flight Calibration and test equipment calibration.
  • Manage vendor relationships to ensure value for money and high quality service delivery along with ensuring adequate and satisfactory justification of the safety of the externally provided services.

Relationships
  • Internal: In addition to direct reporting relationships above the post holder is required to liaise with all personnel and Directorates in the Company.
  • External: The postholder is required to liaise with all appropriate external bodies, providers, suppliers, and companies.
Person Specification Education, Knowledge, Experience & Skills Essential
  • A third level engineering qualification at degree level and/or a Navigation Systems Role within a regulated industry.
  • Minimum of five years' experience at a senior level working in a regulated/relevant industry.
  • Knowledge, understanding and application of Navigation Systems in similar industries.
  • Experience and knowledge of Navigation Systems best practices/regulations.
  • Proficient in IT, including MS Office (Word, Excel and PowerPoint)
  • Excellent interpersonal and communication skills.
  • Proven and demonstrable leadership capability.
  • Excellent customer focus and stakeholder management.
Desirable
  • Experience of working with regulatory authorities.
  • Knowledge and/or experience in Security Frameworks and Security Management Systems.
  • Knowledge of the organisation and structure of Air Traffic Management (ATM) / Air Navigation Services (ANS).
  • Knowledge of national and EU/ICAO regulatory framework and its applicability to ATM/ANS.
