Job purpose
  • As a Tier 2 public telecoms provider, CFL is required by law to comply with the Telecommunications Security Act (TSA) in the form of the applicable security-related Measures contained in the associated Code of Practice (CoP). CFL's compliance forms a multi-year, multi-phase change programme, the most intensive period of which is 2026 and H1 of 2027. Failure to implement the applicable CoP Measures would constitute regulatory non-compliance and trigger an Ofcom Notification of Contravention under the terms of CFL's General Conditions of Entitlement.
  • The Measures include a series of technical delivery projects, specific to the requirements of the CoP which deliver new security infrastructure and systems.
  • Provide technical project management for the delivery of these projects, working with the subject matter experts in Network Technology, project sponsors and in conjunction with the project manager of the wider TSA business change programme.
  • Provide risk and jeopardy management in the successful implementation of TSA.
  • Play a crucial role in planning, executing, and delivering technical projects related to network security systems and TSA compliance. This position involves managing deployments of PAM/PAW, network segmentation, and adherence to network security standards, as well as coordinating with multiple stakeholders to ensure projects meet cost, schedule, and performance goals.
  • This role follows guidance from Lead Network Security and Systems Technical Architects and works alongside the Programme Manager.
  • Leads projects by proactively developing system capabilities.
Project Leadership
  • Oversee all stages of TSA-related projects from inception to completion.
  • Assist with other project deliveries as needed that could directly impact TSA project timelines or objectives.
  • Optimise the delivery flow of teams involved in projects, actively address risks, issues, and dependencies.
  • Proactively seek a creative solution to resolve identified issues.
Planning & Execution
  • Develop comprehensive project plans, schedules, and budgets where necessary, aligning with the overall TSA delivery programme.
  • Coordinate internal teams, subcontractors, and vendors for smooth execution.
Technical Oversight
  • Verify technical feasibility and adherence to TSA standards.
  • Offer guidance on deploying and maintaining privileged access and monitoring systems.
Risk & Quality Management
  • Carry out risk assessments and put mitigation strategies into action.
  • Manage quality assurance and ensure objectives are achieved.
  • Identify and address risks associated with network security, supply chain vulnerabilities, and legacy infrastructure. Ensure a swift response to security breaches as specified by the TSA.
Communication
  • Prepare and share project updates with stakeholders.
  • Foster strong relationships with leads throughout the business.
  • Manage stakeholder expectations and moderate difficult discussions on highly complex topics within constrained timescales.
Business Development
  • Responsible for managing complex relationships with contracted suppliers and negotiating to secure the best value for money.
  • Support business case development, proposal writing, and bid processes for TSA contracts.
Change Management
  • Drive change initiatives to instill a security-aware culture throughout the organisation, balancing service quality with regulatory requirements.
Team Collaboration
  • Identify issues via Agile 'check-ins' with project resources and help stimulate appropriate responses.
  • Participate in iterative feedback loops to ensure that suitable discussions and decisions are firmly established.
The experience we're looking for you to bring Education

Bachelor's degree, ideally in engineering, IT, or a related field.

Certifications

PMP, PRINCE2, CSM

  • Proven experience (5+ years) in technical project management within the telecommunications, cybersecurity sector or network security projects
  • Experience in a regulated industry, such as Government, Telecommunications, Finance or other relevant sectors
  • Strong understanding of UK telecom regulations, especially the Telecommunications (Security) Act 2021 and related codes of practice and security technologies.
  • Experience managing complex, multi-tiered infrastructure projects with security and compliance components.
  • Experience with NCSC guidance, ISO 27001, or NIST frameworks.
Skills
  • Proficiency in MS Project, Jira, and other PM tools
  • Familiarity with Agile/Scrum methodologies and certified in project management
  • Excellent communication and stakeholder management skills, including experience working with regulators and government bodies.
  • Ability to lead auditing and compliance reporting processes.
  • Excellent leadership, communication, and negotiation skills.
