Role Overview

The Ground Infra Service team defines and manages the delivery of Kuiper ground infrastructure globally. We set milestones and facilitate collaboration across owners to deliver ground capacity through the necessary infrastructures for when the business needs it. For the service launch and planned expansions this translates to 400+ sites across 60+ countries by 2030. We work backward from the need by date dictated by service launch/expansion to develop unique project plans. We work with teams across a dozen organizations including Legal, Regulations, BizOps, Finance, Network Engineering, Ground Systems, Entities, Global Trade, Operations, Supply Chain, Government Services, IT and Digital Services, Licensing, and Security. We also own the financial health of these sites, staying on budget and supporting country level P&Ls profitability. We identify gaps in scope that impact deliverables and volunteer to solve problems for the team or until new owners are identified.

This position may require access to information, technology, or hardware that is subject to export control laws and regulations, including the Export Administration Regulations (EAR) and the International Traffic in Arms Regulations (ITAR). Employment in this position is contingent upon obtaining any required export licenses or other approvals from the United States government.

Key Job Responsibilities

• Develop country entry strategy independently to provide ground capacity for service launch/expansion and identify the right priorities while keeping the manager and team informed.
• Travel internationally to the region up to 25% of the time.
• Track gateway delivery health, hold owners accountable across a dozen teams, and escape appropriately when risks arise while maintaining trust.
• Manage finances of each site and raise capital requisitions independently.
• Coordinate with legal and regulatory entities to obtain required licenses for each site, identify solutions if new mechanisms are needed, and drive changes.
• Navigates operational complexities in different countries, many without Amazon presence, overcoming language and cultural barriers, and drives resolution autonomously.
• Communicate progress and challenges within the working team and during VP level MBRs.
• Continuously identify strategic and tactical improvement opportunities and drive them to resolution to scale effectively.

• Check milestone activities status.
• Strategize with regional teams on gateway delivery.
• Write country entry documents independently.
• Report regional progress for MBR.
• Think Big about ways to deliver infrastructure more efficiently.
• Analyze cost data to identify savings opportunities and submit capital requisitions.
• Partner with BizOps to unlock revenue targets.
• Develop 5 year regional ground infra roadmaps.
• Collaborate with engineering teams to develop tools and products that advance ground infra deployment.

Basic Qualifications

• Experience in technical product or program management.
• Experience in project management disciplines including scope, schedule, budget, quality, along with risk and critical path management.
• Experience managing programs across cross functional teams, building processes and coordinating release schedules.

Preferred Qualifications

• Experience working directly with engineering teams.
