Technical Portfolio Manager

Permanent

Salary: £52,241 - £62,416

Location: London (hybrid, 2 days per week onsite)

About the role

We are recruiting a Technical Portfolio Manager for a large, nationally recognised organisation undergoing a significant digital and cultural transformation. This role sits within a purpose-driven organisation whose work has a direct and meaningful impact on people across the UK.

This is a newly created role, supporting a move away from programme-led delivery towards a continuous improvement model. You will have oversight of a portfolio of technical initiatives across Digital and Data, providing structure, governance, and clarity across multiple workstreams.

This role focuses on portfolio-level ownership, rather than hands-on delivery of individual projects.

Key responsibilities

  • Own and manage a portfolio of technical change initiatives across Digital and Data
  • Provide visibility of priorities, dependencies, risks, and resource capacity
  • Support and contribute to technology governance forums and portfolio reporting
  • Work closely with Project Managers, Architects, Developers, Data teams, and senior stakeholders
  • Translate technical activity into clear, business-facing insight
  • Constructively challenge teams to maintain momentum and delivery focus

No line management responsibility; strong Matrix working.

What we're looking for

  • Experience in project and/or portfolio management within a technology environment
  • Proven ability to manage multiple concurrent initiatives
  • Strong understanding of technology and data change (hands-on technical skills not required)
  • Confident communicator with both technical and non-technical stakeholders
  • Proactive, tenacious, and comfortable operating in complex, risk-aware environments

Desirable

  • Portfolio/PMO governance experience
  • Experience in large, complex or regulated organisations

Location & working pattern

  • Hybrid working with an expectation of 2 days per week onsite in London
  • Some flexibility supported, but onsite presence is important for this role
