Overview:
On behalf of our Client in London's Public Sector, we are seeking an experienced Street Works & Permitting Officer to support the delivery of statutory highway functions. This role is essential in ensuring compliance with the New Roads and Street Works Act 1991, the Traffic Management Act 2004, and the London Permit Scheme, while helping to manage and coordinate activities on the borough's highway network.

Key Responsibilities:

  • Coordinate and process permit and notice applications from statutory undertakers and internal departments.
  • Ensure compliance with relevant legislation and codes of practice, including issuing Fixed Penalty Notices and improvement notices.
  • Assess and issue licences under the Highways Act 1980 (e.g. Section 50, skips, scaffolds, hoardings, mobile cranes).
  • Draft and publish Temporary Traffic Regulation Orders (TTROs) and manage associated payments.
  • Maintain accurate records in the Council's Street Works Register and Local Street Gazetteer.
  • Represent the Council in coordination meetings, public forums, and with external stakeholders.
  • Liaise with Transport for London and other agencies to support borough-wide coordination of works and events.
  • Monitor budgets and support financial reporting related to street works activities.
  • Respond to complex customer service requests and conduct site visits as needed.

Ideal Candidate:

  • Strong working knowledge of NRSWA, TMA, and the London Permit Scheme.
  • Experience in a similar role within a local authority or highways environment.
  • Proficient in using street works management systems (e.g. Symology, Confirm, or similar).
  • Excellent communication and stakeholder engagement skills.
  • Ability to produce technical reports and manage enforcement processes.
