Overview 
Job Title: Strategic Procurement Officer Ref: Hackney RT 118011 Pay rate: £205.72 per day PAYE Role length: Anticipated 12 months
RoleAs a Strategic Procurement Officer, you will be central to providing specialist procurement advice, guidance, and governance support ensuring governance, compliance, and best practice are upheld. You will be an experienced public sector procurement professional with strong technical knowledge of regulatory frameworks, skilled in developing and implementing procurement strategies in large, complex organisations, have sound judgement, excellent stakeholder management skills, and advanced IT skills, particularly in Excel or Google Sheets.
Key responsibilities- Assist in shaping procurement policies, processes, and templates
- Stay updated on legal and policy developments; recommend and implement updates
- Support procurement communications via briefings, training, and workshops
- Maintain and update Terms & Conditions in coordination with legal advisors
- Research procurement trends and recommend service improvements
- Help embed sustainability and social value frameworks into procurement practices
- Manage delivery of the PRIMAS tool objectives
- Work with Category Leads to set and monitor sustainability targets
- Support corporate responsibility goals (e.g., carbon reduction, community wealth building)
- Participate in "meet the buyer" events to engage SMEs and VCS groups
- Support development of supplier SLAs to ensure service standards
- Create and manage analytic dashboards and reports
- Track and report procurement KPIs, including social impact and compliance
- Maintain up-to-date records on Procurement and Council Forward Plans
- Proven procurement experience and sound technical expertise within the public sector, including an in-depth knowledge of the regulatory framework
- Experience contributing to the development and delivery of procurement strategies and policies in a large, diverse organisation
- A well-developed ability to exercise judgement and discretion
- Excellent stakeholder management skills and the ability to build fruitful working relationships with diverse groups
- Strong IT skills, including Microsoft Office/Google Suite, with advanced knowledge of Microsoft Excel and/or Google Sheets
- A relevant professional qualification, such as CIPS, and/or extensive experience in a public sector procurement context is highly desirable
