What's the role?This person operates at the intersection of law, policy, product, ops, and engineering-managing a full portfolio of regulations that govern how Etsy operates across every market it serves. The work is ambiguous, multi org, legally sensitive, and constantly evolving.
The Staff TPM for Regulatory and Legal Programs structures and drives Etsy's regulatory and legal compliance portfolio end to end- from horizon scanning and intake through prioritization, cross functional execution, and ongoing compliance operations. You are the primary TPM interface for legal leadership, and you operate as a strategic delivery partner to legal counsel, not as a project coordinator.
You will build deep relationships with partner teams across Legal, Policy, Product, Engineering, Trust & Safety, and Operations. You will be responsible for translating legal obligations into structured technical requirements and driving delivery into production.
You build and evolve the operating model for regulatory delivery at Etsy.
You develop junior TPMs.
You earn prioritization authority from VP level sponsors through trust and consistent delivery.
As the legal team's strategic delivery partner, you push back when asks are out of scope, flag when legal guidance creates an engineering swirl, identify dependencies, strategic and tactical misalignments, and drive clarity and efficiency. You escape decisions that are not being made and bring a proposed resolution, not just the problem.
This role requires your presence in Etsy's Dublin office once or twice per week, depending on your proximity to the office. Candidates living within commutable distance of our Dublin office will be considered first.

What does the day to day look like?The role is responsible for driving a broad and evolving portfolio of regulatory and legal compliance programs. The work spans multiple regulatory disciplines, including:
- EU and global digital regulation, including platform accountability and content moderation obligations
- Product safety and consumer protection requirements across international markets
- Online safety and minors' safety regulations
- Privacy law and data protection compliance, including GDPR, CCPA, and global equivalents
- AI regulation, including emerging frameworks such as the EU AI Act
- Consent management obligations across multiple jurisdictions
- User facing policy governance, including House Rules, Terms of Service, Privacy Policies, and content policies
- Seller and marketplace integrity compliance requirements
- The portfolio is prioritized on an ongoing basis, and you are responsible for the full view-not just individual programs.
- Own and evolve the regulatory portfolio operating model: tracker, intake process, prioritization framework, ops rhythm, and regular portfolio reporting to senior leadership
- Drive highest priority programs directly: engage cross functional teams, build execution plans, and manage timelines against hard legal deadlines
- Identify gaps in the portfolio: programs without owners, regulations without a delivery plan, risks with no mitigation
- Escalate proactively to legal leadership, VP sponsors, and TPM management-with context and a recommended resolution
- Translate legal and regulatory requirements into actionable engineering and product deliverables, bridging the gap between legal guidance and sprint plans
- Act as the primary TPM liaison to legal leadership
- Manage regulator and external reporting interactions at the program level: prepare response timelines, coordinate team inputs, ensure deadlines are met
- Partner with Legal, Policy, Product, Engineering, Trust & Safety, Customer Operations, and executive stakeholders to align practices with legal obligations
- Hold stakeholders accountable for on time delivery across the full lifecycle of compliance programs
- Mentor junior TPMs who support specific workstreams within the portfolio
- Build the capability and craft of the team, not just deliver individual programs
- 8+ years of experience in technical program management, with demonstrated success leading complex, multi stakeholder programs under hard deadlines
- Experience operating in legally or regulatorily sensitive environments-compliance, financial regulation, or similar
- Proven ability to build and manage a portfolio operating model and governance structure from scratch or materially evolve an existing one
- Strong cross functional influence-ability to earn trust with Legal, Product, Engineering, and executive stakeholders simultaneously
- Ability to translate ambiguous legal requirements into structured, executable engineering plans
- Comfort operating in ambiguity-moving first and building clarity in parallel
- Executive level communication: crisp, forward looking, risk aware, and decision oriented
- High tolerance for ambiguity, shifting priorities, and fast moving regulatory environments
- Exceptional interpersonal skills with a track record of building consensus and influencing without direct authority
- Direct experience with EU regulatory compliance-digital regulation, GDPR, product safety, consumer protection law, or similar
- Background in eCommerce, marketplace, or platform scale consumer products
- Exposure to payments, financial services, or seller verification compliance
- Familiarity with vendor evaluation and tooling decisions alongside program delivery
- A legal counsel or compliance officer-legal interpretation belongs to the lawyers
- A passive tracker of legal requirements-you drive delivery, you don't just document it
- A chief of staff for the legal org-you have portfolio ownership, not legal org operations
- A single program TPM-you have portfolio ownership; individual programs roll up to you
