Job Description

The Role

Phoenix Futures are looking for an experienced and skilled manager to lead the development and delivery of a new and innovative service aimed at improving access to drug and alcohol treatment for people who sleep rough in London.

This is a Fixed Term Contract until 31.03.2026.

Phoenix have over 50 years' experience of delivering pioneering services. This provision, part of a newly commissioned Pan-London Substance Use Pathway, will combine our considerable expertise in substance use and homelessness. The team will work with people who sleep rough across the capital to identify and address barriers to treatment access, engaging constructively and collaboratively with other agencies and facilitating pathways into services.

Our vision is of a high-quality, outcomes-focused service that improves the experience, quality of life, and life expectancy of people who sleep rough and use substances in London. The successful candidate will be there from the start and have the opportunity to shape the service, make the role their own, and leave a lasting legacy.

About you
  • Ability to identify key stakeholders who will enhance safety, service delivery and service-user outcomes.
  • Necessary skills and track record of building relationships with key stakeholders to fully develop the service's potential.
  • Resilient, adaptable, motivated, and solution-focused
  • Track record of delivering high-quality services for people who sleep rough and/or use substances
  • Proven ability to direct and motivate a team
  • High-level understanding of substance treatment systems and barriers to access for people who sleep rough

The successful candidate will be required to establish effective and sustainable partnerships with a range of agencies across London so a collaborative approach is a must, as is the ability to manage time and prioritise effectively. Although largely 9-5, the post holder will be required to work flexibly to meet the needs of the service and participate in an out of hours on call rota.
