Job Description
Role: Senior Procurement Business Partner

Contract Type: Permanent

Hours: 35 hours per week (agile working)

Salary: £38,745 per annum

Closing date: Monday 12th Jan 2026

About us:

Irwell Valley Homes is a housing association providing affordable homes and services to over 16,000 people across Greater Manchester and employing over 280 colleagues.

We are a charitable, registered provider of social housing and offer homes mainly for social rent, with a small number for affordable rent, market rent and shared ownership. We also provide homes with support for people with dementia, mental health issues, learning and physical disabilities, those who have been made homeless and people affected by domestic abuse.

As well as providing homes, we deliver services and support to customers and work in partnership with specialist organisations to help them sustain their tenancies and get on in life. And we engage with customers to shape services and review our effectiveness.

Do you want to be at the centre of the delivery of our category management approach and get a deeper understanding of the market and supply chain and obtain great goods and services in everything that we procure?

If so, this is the role for you, the post will work in collaboration with colleagues and managers and will have strong links with the Finance, Risk & Assurance teams with a trusted business partner approach.

Responsibilities:
  • Providing pro-active procurement advice and support to colleagues and contract managers, based on a sound understanding of the relevant business area, and support the wider Procurement team in achieving this.
  • Managing the tender and evaluation processes, ensuring compliance with all legal requirements and external and internal regulations.
  • Assisting in ensuring compliance with financial regulations, procurement and contract management policies and procedures.
  • Playing a key role to support the delivery of the Procurement Strategy and 3-year Procurement Plan.
Qualifications:
  • A clear understanding of procurement legislation, regulations and procedures.
  • A sound knowledge of procurement frameworks.
  • Experience in providing expert advice, support and challenge in all aspects of procurement and contract management.
  • Relevant professional qualification such as CIPS.
  • IT and Excel literate.
  • Ability to co coordinate workloads under pressure.
  • Ability to create strong working relationships, with the ability to work across different projects and teams.
  • Experience of working in public sector procurement, preferably housing, is desired but not essential.
