Job Description
Position Overview

Senior Executive Librarian - Clare County Council, Clare Library Service, Ennis.

The Senior Executive Librarian will manage and develop the county library service, including the network of branch libraries, the Local Studies Centre, the County Museum, the County Archives and the Arts Service. The role supports a wide range of front line services and contributes to the cultural remit within the Tourism, Cultural Services, Sport & Recreation & Festivals Directorate.

Duties
  • Manage and develop the county library service, including the children's library service.
  • Provide IT, Hall of Records and Museum support.
  • Manage staff and the PMDS process.
  • Direct day to day operations: lending, reference, periodicals, study facilities and activities for children and teens.
  • Plan future development of the library within council policies.
  • Plan and direct local promotions, user education, exhibitions, lectures and other cultural activities.
  • Forge links with education sector and community groups.
  • Coordinate policies and provide support to other staff in developing resources and services.
  • Support the Line Manager in communicating, implementing and managing change initiatives.
  • Supervise employees in supporting roles, assign duties and workload.
  • Provide ongoing support to staff, including training needs and career development.
  • Ensure compliance with all organisational policies and procedures.
  • Communicate and liaise with senior managers, employees and customers on operational matters.
  • Prepare budgets and ensure programmes are implemented within allocated budgets.
  • Identify opportunities for service improvement and use performance indicators.
  • Prepare and present reports, including confidential matters.
  • Implement good practice with transparent reporting and communication.
  • Interpret council policies for employees and customers.
  • Make impartial decisions and maintain public trust.
  • Organise and facilitate internal and external meetings.
  • Carry out duties in a politically neutral manner.
  • Provide administrative support in project delivery as required.
  • Support Health and Safety management for the section or department.
  • Deputise for the Line Manager when required.

Qualifications for the Post

ESSENTIAL CRITERIA

  1. Character - Each candidate must be of good character.
  2. Health - Candidates must be in a state of health suitable for regular service.
  3. Educational Requirement - A Bachelor's degree (level 8) in Library and Information Studies.
  4. Experience - Satisfactory experience of library work, including a management level role.

Working Hours

35 hour working week, five days, with a 2 week roster of 70 hours. Flexibility outside normal hours, including evenings and weekends, may be required.

Salary and Leave

Salary will be determined in line with council policy and the relevant Department Circular. The current annual leave entitlement is 30 days per annum.
