The Senior Executive Architect will report to the Head of the National Building Control and Market Surveillance Office and will have a thorough knowledge and understanding of the statutory and legal framework, national policy and current thinking regarding Building Control and Market Surveillance of Construction Products . The roles require an excellent technical knowledge of the Building Control Acts, Building Regulations, Building Control Regulations, EU Market Surveillance Regulations, EU Construction Products Regulations, EU Energy Performance of Buildings Regulations, and EU (in-Building Physical infrastructure for High - Speed Electronic Communications) Regulations; the risks for non-compliance, inspection strategies and the BCMS . They will be able to work within, and lead, multi-d isciplinary teams and have the ability to motivate and encourage personnel under their control to achieve maximum performance.

Candidates must meet the Senior Executive Architect Educational/Competence standards i.e., baseline requirements to act in the role of the Design/Assigned Certifier.

Main Duties of the Job

Assisting in the formulation of strategies to meet the objectives and aims of the National Building Control and Market Surveillance Office.

Engaging with all stakeholders, including professions, building industry, elected members of local authorities and the 31 Building Control Authorities.

Supporting, managing and maintaining good working relationships with the three Regional Building Control Committees and the four Working Groups.

Preparing and presenting reports and presentations to the governance structures, ensuring such reports are submitted in a timely manner.

Information about the organisation

Dublin City Council is the lead Authority for the National Building Control and Market Surveillance Office, which is based in Dublin City Council. The aim of the office is to promote a culture of compliance with the Building and Construction Products Regulations. The office co-ordinates and supports the delivery of Building Control and Market Surveillance of Construction Products in the 31 Building Control and Market Surveillance Authorities; through the five pillars of: Training, Inspections, Compliance and Support IS-BCMS (Building Control Management System) and Market Surveillance. A National Steering Group supports the office and collaboration is through the National Building Control Advisory Board and three regional Building Control Committees.

A robust compliant building industry supplied with proper construction materials/products "fit for use" is essential for a strong economy and provides for accessible sustainable, and durable buildings which ensure the health and safety of its citizens. The legislative framework of the building control system is set out in Building Control Acts, statutes and associated technical guidance documents. Responsibility for compliance with the Building Control Legislation rests with owners, designers and builders. The legislation gives substantive powers to Building Control Authorities to promote compliance with the building regulations along with powers of inspection and enforcement. The legislative framework for the Construction Products Regulations is set out in the European Union (EU) Construction Products Regulations and the EU Market Surveillance Regulations. Building Control Authorities also have functions under the EU Energy Performance of Buildings Directive

An opportunity now exists in Dublin City Council for the position of Senior Executive Architect - National Building Control & Market Surveillance Office.

Salary Scale effective from 1st June 2026:

Hours of attendance will be fixed from time to time but will amount to not less than 35 hours gross per week.

The annual leave allowance for the position of Senior Executive Architect is 30 days.
