Senior Environmental Health Practitioner / Senior Housing Practitioner
Location: Hybrid
Duration: Until Aug 2026
Start Date: ASAP
Rate: £43 p/h (Inside IR35, via umbrella)
Venn Group are supporting the recruitment of an interim Senior Environmental Health Practitioner / Senior Housing Practitioner to provide visible operational management and leadership across housing enforcement, licensing, and public health functions. This key role will lead and mentor a team of officers, ensuring the effective delivery of housing interventions that protect residents, improve housing standards, and strengthen communities.
Key Responsibilities- Manage and support a team of Housing Enforcement and Licensing Officers, and trainee/apprentice practitioners
 - Deliver and oversee inspections, enforcement, and licensing across private and multiple housing tenures
 - Undertake complex casework including investigations, risk assessments, and enforcement action under housing and public health legislation
 - Oversee licensing of HMOs, caravan sites, and unauthorised encampments in line with legal requirements
 - Ensure a risk-based, intelligence-led approach to service delivery in accordance with strategic priorities
 - Mentor and develop staff, fostering a positive and high-performing team culture
 - Conduct interviews under caution (PACE), prepare evidence, and support legal proceedings including Civil Penalty Notices and prosecutions
 - Collaborate with other senior officers and managers to deliver cross-service initiatives and projects
 - Produce reports, performance updates, and policy recommendations to support service improvement
 - Promote innovative approaches and continuous improvement across housing enforcement and regulation
 
- Accredited qualification in Environmental Health (BSc, Diploma, or MSc) and CIEH registration, or Advanced Professional Certificate in the Private Rented Sector with CIEH registration
 - Proven experience managing teams within housing enforcement, regulation, or environmental health
 - Strong knowledge of housing, public health, and licensing legislation, including HHSRS
 - Experience conducting interviews under the Police and Criminal Evidence Act 1984
 - Excellent written and verbal communication, with ability to produce clear reports and legal documentation
 - Proven track record in achieving outcomes across housing and community-based enforcement cases
 - Full UK driving licence and access to a vehicle
 - Ability to work flexibly, including outside core hours when required
 - Basic DBS required
