Hybrid - working from home, with Richmond Civic Centre, Twickenham, as the base office, plus ad-hoc work at Wandsworth Town Hall.

Objective of role

Developing strategic business intelligence and knowledge management to inform the commissioning, planning and delivery of services with a sustainable local provider market.

Are you passionate about data and market analysis that aims to ensure people can be supported to live healthy and fulfilling lives? As a Senior Commissioning Manager, you will lead a team to undertake market analysis, demand modelling and forecasting, and develop a range of analytical tools that enable the Commissioning and Quality Standards Division of the Adult Social Care and Public Health directorate to fulfil its duties in relation to shaping, managing and sustaining the local social care and preventative services market. You will get to build on your experience of working within an Adult Social Care and/or Public Health environment to bring strategic insight into service development and health improvement across both Richmond and Wandsworth. With our shared service arrangement, you will get to work across two high performing boroughs and experience both inner and outer London issues first-hand. Part of the largest local authority staffing group in London, you will help to shape services now and for years to come.

About the role

Reporting to the Assistant Director of Commissioning - Public Health and Wellbeing, you will have a key role to play in the Adult Social Care and Public Health Directorate. Your expert knowledge of business intelligence and the systems required to support effective commissioning of services will enable the Commissioning and Quality Standards Division to ensure that local people get high quality, fit for purpose services. Equally, your excellent knowledge of social care and health policy legislation, and sound understanding of developments in technology, including AI, will help to develop our service models, procure new providers if necessary and make sure they perform at their best. In collaboration with internal colleagues, you will ensure there is synergy across all data and intelligence functions in the department, while showcasing your high level analytical, data analysis and problem-solving skills.

At the same time, you will be managing a team of four people, whilst supporting commissioners to embrace new opportunities to make our services both innovative and efficient. That calls for proven experience in a similar role, where you have gained a track record in improving service provision through the analysis of business intelligence data sources and use of analytical tools and techniques. With this expertise, plus your excellent interpersonal skills, you will inspire staff, support Commissioning and Quality Standards colleagues to maximise partner relationships and earn trust and credibility.

Essential Qualifications, Skills and Experience

To be shortlisted to interview for this position your CV and personal statement (no longer than two sides of A4) will clearly evidence:

  • In depth Knowledge of business intelligence and systems required to support effective commissioning of services.
  • High level analytical, data analysis and problem-solving skills, alongside skills in using web-based business intelligence applications such as Power BI
  • Experience of providing strategic advice at a senior level within an Adult Social Care and/or Public Health environment
  • Excellent knowledge of social care and health policy and legislation
  • Excellent communication skills both verbally and written
  • Excellent leadership and staff management skills including influencing, negotiating and motivating

Test/Presentation: You will be asked to deliver a 10-minute presentation at the interview, and to undertake a 45 minute test.
