Job Description
Overview

Spectrum Group is responsible for setting the long term strategy for spectrum use in the UK and for awarding and licensing radio spectrum that enables a wide range of wireless technologies.

We are looking for a Senior Associate to lead policy activities within Spectrum Policy. The focus areas include auctioning licences for 5G mobile spectrum, preparing for future 6G needs, improving Wi Fi and expanding satellite services in the UK.

Key Responsibilities
  • Lead policy thinking on wireless developments and their implications for spectrum, coordinating with colleagues across Spectrum Group and Ofcom.
  • Project manage policy projects independently, analysing spectrum usage trends, identifying policy challenges and building consensus for future proof solutions.
  • Collaborate with economists, lawyers, engineers and other Ofcom groups to develop and deliver policy in a timely and joined up manner.
  • Develop and draft policy consultations and decisions, synthesise feedback and position Ofcom's narrative and rationale.
  • Represent Ofcom externally, gathering stakeholder insights and providing constructive challenge to maximise the value of discussions.
  • Contribute to the development of new ways of managing spectrum, simplifying existing approaches where possible.
Qualifications and Experience
  • Significant experience in policy development within government, a regulator, an industry body or a company.
  • Strong analytical, communication and problem solving skills, with the ability to explain complex policy issues clearly in writing and orally.
  • Experience in managing projects, prioritising resources and delivering high level deliverables on time.
  • Demonstrated ability to collaborate effectively across disciplines and with a range of experts to create robust policy solutions.
Desirable Skills, Knowledge and Experience
  • Understanding of spectrum management principles or wireless communications; this can be developed further on the job.
  • Interest in economics, particularly the management of scarce public resources and competition policy.
  • Experience in strategy development and implementation.
