About the role

Connect Plus Services (CPS) is a joint venture contract made up of Balfour Beatty Civil
Engineering, AtkinsRéalis and Egis. The contract maintains and operates the M25 DBFO including surrounding roads on behalf of National Highways and provides an excellent opportunity to work on one of the busiest networks in Europe.

The Structures Asset comprises over 2500 individual structures ranging from small span structures to the QEII Bridge at the Dartford River Crossing, and also includes vehicle restraint systems incorporating 440km of road network.

The role of Structure VRS Asset Manager shall provide a range of duties as listed
below.

  • They are expected to apply continuous improvement in the holistic asset understanding, inspection, data-capture, risk assessment and prioritisation procedures, high-level planning and residual risk monitoring.

  • They shall be accountable for the management of their direct reports to achieve the responsibilities above, together with managing relationships with supporting asset teams - especially asset data and investment planning teams.

  • Responsible for training others to achieve asset management outputs and requirements. This shall include robust documentation (plans, procedures and protocols), training material and first-hand guidance.

  • Responsible for promoting best practice methods, procedures and protocols within the organisation, parent companies and wider industry.

  • They shall also hold delivery and maintenance teams to account where appropriate, acting as an internal client to these functions.


All working closely with the Head of Structures, and representatives from Connect Plus and National Highways to ensure transparent lines of communications to deliver a safe and reliable service

What you'll be doing

  • Responsible for assessing asset intervention priority to align with asset performance risk assessments and developing a long-term asset intervention strategy and plan to achieve handback tests.

  • Provide intelligence for asset performance and key reporting metrics to allow direct visibility of current and future condition expectations and trends.

  • Review and challenge inspection methodologies, programmes and outcomes to ensure data captured through the inspection process is to sufficient quality and programme. Developing clear guidance and assessment criteria for defects, allowing inspectors to appropriately assess and categorise defects on identification, plus enhancing condition methodology and reviewing inspection outcomes to ensure asset condition information is accurate, aligned to inventory and fully representative of condition handback test requirements.

  • Developing the medium- and short-term intervention and asset maintenance plans to demonstrate recommendations that minimise network risk, and ensuring these plans reflect acceptable risk projections for network operations and ensuring customer experience is not negatively impacted by the asset.

  • Working collaboratively with the Asset Data Team to ensure the requirements of the data strategy are met and that all relevant aspects of maintenance are accurately input into the RMMS.

  • Responsible for periodically reporting against asset metrics, aspects of reduced performance, root cause of defects and organisational improvement areas.

  • Undertake Client liaison to promote the recommended plan, fully communicating asset risk levels and future projections, residual risk areas, and opportunities to maximise value to the Client, network and handback tests.


Who we're looking for

Qualifications/ skills/ experience:

  • Experience of highways & bridge asset management and an understanding of inspection and maintenance activities.

  • Experience with using the RWSC, DMRB and SHW.

  • Experience of working within the Strategic Road Network, with National Highways.

  • Competent in the use of Microsoft Office applications including Excel.

  • Knowledge with the concept of key performance indicators.

  • Willingness to apply skills to new and evolving asset management systems and tools.

  • Understanding of Asset Management Systems (e.g IAMIS, etc).

  • Understanding of working in an NH Area type contract.
