Post SummaryThis senior fixed term role plays a pivotal part in the Families First Programme, leading the end to end design, project management and hands on implementation of system and data changes required to support the transformation of children's services. The postholder will shape, build and deliver the technical and analytical requirements for reconfiguring the Mosaic case management system so it aligns with redesigned Family Help pathways, safeguarding workflows and wider service improvement priorities, ensuring that evolving practice models are accurately translated into effective system design. Based within the Families First project team, the role works closely with data teams, system teams and frontline services across children's social care, early help, education and multi agency partners. The postholder will coordinate requirements, translate operational and practice needs into system and reporting solutions, and ensure new workflows, forms and dashboards are fully tested, understood and embedded across all service areas.
Role Requirements- Lead planning, delivery, and monitoring of Mosaic related workstreams within the Families First Programme.
- Identify and manage risks, issues and dependencies across data, systems and service redesign while maintaining clear project documentation, including the risk log, change control, milestones and timelines, and coordinating with programme leads to ensure alignment with the wider transformation plan.
- Translate redesigned practice models and operational requirements into clear system specifications.
- Design and configure Mosaic workflows, forms and templates to support Family Help and safeguarding pathways.
- Build, test and implement system changes directly within Mosaic, ensuring functionality aligns with practice expectations.
- Ensure system changes improve usability, reduce complexity and support frontline practice.
- Convert practice requirements into technical system workflows and data structures
- Advise on how practice intent can be best represented within Mosaic's functionality and constraints.
- Ensure the system supports safe, quality practice and enables effective decision making.
- Build reports and dashboards that track performance, workflow activity and demand using Mosaic reporting tools.
- Translate data into meaningful insights that inform service decision making and programme evaluation.
- Develop automated and repeatable reporting routines where possible as well as ensuring data quality, consistency and accuracy across reporting outputs.
- Engage frontline teams, managers, system administrators, data analysts and IT colleagues, and facilitate workshops to gather requirements, test concepts and build shared understanding.
- Act as a bridge between practice, operational services and technical teams, ensuring alignment, and communicate system changes clearly and effectively across all children's services.
- Produce clear guidance, training materials and reference documentation, and deliver training sessions with hands on support to ensure staff can adopt new processes confidently.
- Support the operational rollout of system and reporting changes across services and help build organisational readiness ahead of each implementation phase.
- Actively contribute to the council's priorities and outcomes in a way that promotes a 'one organisation' approach.
- Develop and maintain positive relationships with colleagues, stakeholders and communities to ensure the council and the directorate strategic priorities are effectively implemented.
- Promote equality among all staff and ensure that services are delivered in a non discriminatory way, that is inclusive of all disadvantaged groups.

- To be responsible for modelling and embedding Families First practice across the partnership, data and systems within scope of the progrmme.
- Engage effectively with internal and external partners at a local and national level around the design, implementation and delivery.
- Ensure the system requirements are delivered within the scope, quality and budget constraints.
- Contribute to quality assurance, inspection readiness, continuous improvement and ensure statutory requirements are met within the Families First guidance.

- To be responsible for achieving a comprehensive understanding of the performance data related to the Families First requirements as well as future proofing for on going service delivery once the programme has concluded.
- To support all inspection activity, including readiness for inspection and support during inspections including Ofsted (Children's Services), HM Inspectorate of Probation (Youth Justice Service) and the Special Educational Needs and Disabilities Local Area Inspection.
To maintain personal and professional development to meet the changing demands of the job and participate in appropriate training/development activities including the council's 'My Annual Review' scheme.
To engage and develop all staff in the team to ensure they have clear personal development plans.

Person SpecificationEssential (E)
Knowledge
- In depth knowledge of Mosaic (or similar social care case management systems), including workflow design, data structures, forms configuration and how system logic supports frontline practice.
- Strong understanding of children's services practice, including Family Help, safeguarding and early help pathways, and how these translate into system, workflow and reporting requirements.
Qualifications & Experience
- Significant hands on experience configuring and developing workflows, forms and processes within the Mosaic Case Management System (or similar social care system).
- Experience of delivering systems and data transformation within children's statutory and non statutory services, including translating practice requirements into technical solutions.
- Strong experience developing reports, dashboards and analytical outputs to support service improvement and decision making.
