Responsible for:

  • Supporting the LEVI funded Electric Vehicle Infrastructure Programme
  • Development and delivery of the LEVI funded EV Pavement Channel Trial
  • Development and delivery of the EV Car Club Programme and
  • Development and delivery of the DEFRA/OZEV funded EV taxi programme.

Main purpose of Job:

As a key member of the Carbon & Sustainability team, to contribute proactively to the delivery of the Local Electric Vehicle Infrastructure (LEVI) programme and complementary S106 funded Low Emission Strategy projects in Slough. The EV Project officer will report to the Principal Environment Officer and work collaboratively with the LEVI Delivery Contract Manager.

The EV Project Officer will initially focus on the procurement and contract delivery of an EV pavement channel solution for private residential dwellings without off-street parking and will support the LEVI project team with the evaluation of LEVI Tenders.

The EV Project Officer will be required to develop and deliver an EV car club and EV taxi programme in Slough, and therefore will require to proactively engage with car club operators and licenced taxi companies and the wider public to develop commercial business cases and undertake procurement activities.

There will be a requirement to work collaboratively with the LEVI Delivery Contract Manager, Highway and Planning and Licensing services across the Council, contractors, stakeholders and elected members to deliver the Council's objectives and priorities, and maximise the infrastructure and commercial benefits that can be derived from the grant and other funding available.

Main Accountabilities:
  1. Research, prepare and develop an EV cable channel trial for residents with on street parking, preparing the project initial documentation, completing the significant officer decision report, obtaining procurement and capital board approvals, tendering and contracting cable channel services, implementing and managing the trial for a minimum period of 6 months and preparing the trial report.
  2. Research, prepare and engage with car club operators and other local authorities to design an EV car club for Slough to be rolled out over agreed phases, developing a project initiation document, and procurement business case and Cabinet report, tendering for services and entering a long-term contract for supply of car club services. Overseeing the installation of car club bays and EV infrastructure.
  3. The Councils expert for EV charging, providing advice to planners and other colleagues on EV deployment, and requirements. Support the Principal Environment Officer in developing the new Low Emission Strategy including an EV Policy to be adopted within the emerging Local Plan.
  4. Support the LEVI Delivery Contract Manager with updating the progress of the EV charging Infrastructure Strategy in line with the approved implementation plan, and undertake public consultation, and community events to promote the roll out of EV infrastructure.
  5. Develop strong links across internal teams within the Council such as transport planning, parking, economic development, corporate property, housing, communications, and procurement to deliver EV infrastructure in an efficient and coordinated way.
  6. Work with licensing and the taxi and private hire companies to successfully deliver the DEFRA and OZEV funded electric taxi programme, identifying locations to deploy Taxi EV infrastructure, and engaging with Electric fleet operators for the trade to trial electric taxis.
  7. Coordinate regionally with neighbouring local authorities, the Distribution network Operator, and Transport for the Southeast, and working closely with the Office for Zero Emission Vehicles and ensuring that the Council's EV charging strategy aligns with the national EV infrastructure strategy.
  8. Collaborating with the LEVI Support Body on knowledge sharing and attendance to events. Use of the available tools and contacts to support with gaps in knowledge and expertise, as well as networking.
  9. Commissioning and interpreting of data analytics to support the identification and selection of suitable locations for charging infrastructure deployment, together with consultation with local stakeholders on locations.
  10. Coordinating the development of EV infrastructure and EV project procurement specifications and preparation of tender documents.
  11. Support the LEVI Delivery Contract Manager by preparing documents for LEVI funding applications and securing S106s for EV infrastructure.

Skills and abilities Ability to formulate an evidence-based plan through data gathering and analysis for strategic planning.

Strong project management skills

Ability to track delivery progress and report collated data on performance

Ability to draft clear, concise and accurate reports and briefings for senior decision makers, and ability to summarise complex proposals in non-technical language

Effective presentation, communication and interpersonal skills.

Excellent ICT skills, including experience of using Microsoft Office applications. GIS skills are also desirable.

Ability to organise, manage and prioritise full and varied workloads to meet deadlines as necessary

Able to work effectively within a team while having the self-discipline and motivation to work unsupervised as required.

Membership of a relevant professional body.

UK Full Driving Licence and use of vehicle required for business use as a casual car user (reasonable adjustments will be considered for disabled applicants).
