Job Purpose

The primary responsibility of this role is to ensure ongoing compliance with ICE Clear Europe's (ICEU) regulatory reporting obligations, including CFTC Part 39, SFTR, and EMIR transaction reporting.

The candidate will manage regulatory-focused projects within the department, including producing business requirements, reviewing & approving functional specifications, and user acceptance testing/validation of reporting deliveries. This requires comprehensive knowledge of ICEU's regulatory requirements, industry standards, and company policies, along with a good understanding of the project delivery lifecycle and coordination with ICE's technology teams in Atlanta.

The role requires understanding legislation underpinning regulatory reports and analyzing the impact of legislative changes. The candidate will represent ICEU in meetings with regulatory authorities such as the Bank of England, ESMA, and the CFTC, responding to complex and urgent requests. Active participation in industry groups like EACH and FIA is also expected.

Experience with business intelligence tools like Tableau is a plus, as these are used for testing reporting changes and responding to regulators' data requests.

Responsibilities

  1. Project Management: Lead regulatory reporting initiatives, including planning, requirements gathering, testing, and execution.
  2. Functional Support: Provide guidance to development teams on new or modified reporting activities and issue resolution.
  3. Reconciliation: Help automate ongoing reconciliation processes.
  4. Regulatory Monitoring: Analyze legislative changes and assess their impact on reporting requirements.
  5. Documentation: Maintain accurate records of compliance activities and regulatory interactions.
  6. Subject Matter Expertise: Integrate business knowledge with reporting requirements to advise internal and external stakeholders.
  7. Stakeholder Collaboration: Work with risk, operations, and other departments to ensure compliance.

Knowledge and Experience

Understanding of transaction flows, risk management, operational, and treasury processes is essential. Experience in regulatory reporting, especially EMIR, SFTR, CFTC 39.19, and ISO20022 CCP Supervisory Reporting, is required. Knowledge of MIFID II, MIFIR, or FRTB is a plus.

Preferably, candidates will have a clearing background and a solid understanding of the regulatory landscape. Experience in finance, with the ability to quickly grasp complex business processes and data, is crucial.

Project management skills and experience leading cross-functional teams are desirable. Knowledge of Futures and Options, including lifecycle and concepts, is essential. Familiarity with post-trade/clearing applications and energy/commodities markets is advantageous.

An IT background with Business Intelligence skills, including proficiency in Tableau, SQL, or similar tools, is preferred.
