Job Purpose

The Regeneration Manager will lead Nottingham City Council's regeneration agenda, driving delivery of transformational projects that strengthen Nottingham's position as a UK Core City and a key driver of inclusive economic growth across the East Midlands. The role is pivotal in shaping vibrant, sustainable places that attract investment, create jobs, and improve quality of life for residents and businesses.

Working within the Planning Strategy & Regeneration service, the post holder will manage a team of officers and oversee a portfolio of complex regeneration programmes. They will collaborate with strategic partners including the East Midlands Combined County Authority (EMCCA), Homes England, government departments, developers, and community stakeholders to secure funding, unlock development opportunities, and deliver high-quality outcomes.

The Regeneration Manager will provide strong leadership, ensuring projects align with corporate priorities, climate commitments, and equality objectives. They will champion innovation, anticipate policy changes, and maintain robust governance and financial oversight. Acting as a key ambassador for the Council, the post holder will influence regional agendas, build productive partnerships, and ensure Nottingham continues to play a leading role in driving growth and regeneration across the region.

Specific Duties

  1. Strategic Leadership - Lead the development and delivery of regeneration strategies, frameworks, and major projects aligned with corporate priorities and regional growth ambitions.
  2. Programme Delivery - Oversee a portfolio of complex regeneration projects, ensuring delivery on time, within budget, and to agreed quality standards.
  3. Partnership Working - Act as the Council's lead in regeneration partnerships with EMCCA, Homes England, government agencies, and private sector partners.
  4. Funding & Investment - Identify and secure funding opportunities (e.g., Levelling Up Fund, UKSPF, Towns Fund), prepare robust business cases, and manage grant compliance.
  5. Governance & Reporting - Provide clear reporting to senior officers, Members, and external boards; ensure strong governance and risk management.
  6. Team Management - Lead and develop a team of officers, fostering a high-performance culture and supporting professional development.
  7. Stakeholder Engagement - Build strong relationships with communities, developers, and investors to ensure regeneration delivers inclusive benefits.
  8. Policy & Innovation - Anticipate and respond to changes in legislation and funding regimes; champion innovative approaches to regeneration and place-making.
  9. Financial Oversight - Manage project budgets and resources effectively, ensuring value for money and compliance with financial regulations.
  10. Equality, Diversity and Inclusion - Actively promote and embed EDI through all actions and in accordance with the organisation's EDI Strategy and objectives.
  11. Climate Change - Contribute to our corporate responsibility in relation to climate change by taking action and limiting the carbon impact of activities within your role and championing this work.

Degree or equivalent in Planning, Regeneration, Economic Development, or related discipline. Evidence of continuous professional development.

  • Technical Skills: Negotiation, influencing, stakeholder management; strong project management (APM PMQ, Prince2 or equivalent desirable).
  • Delivery track record: Leading major regeneration projects/programmes in a complex organisation; partnerships with government bodies and private sector; ROI and value-for-money demonstrations.

Proven ability to leverage evaluation findings and performance data to secure funding and demonstrate value for money.
