Quantity Surveyor/Project Manager

Location: Dudley
Duration: 6 months
Rate: £229.38 per day (Umbrella, Inside IR35)
Sector: Public Sector - Housing/Property/Maintenance

A public sector organisation in the West Midlands is seeking an experienced Quantity Surveyor/Project Manager to support a busy housing and development team. This is a key contract position focused on pre-contract procurement, cost management, and commercial oversight across a variety of housing improvement and maintenance schemes.

Key Responsibilities:

Provide Quantity Surveying and Project Management services for housing-related construction and maintenance works.
Prepare detailed tender and contract documentation including pricing schedules, specifications, and drawings.
Lead on the evaluation of tenders, ensuring compliance and value for money in contractor selection.
Oversee post-contract activities, including payment certification, cost control, and performance management of contractors.
Work across a range of capital improvement schemes, engaging with both single and multi-disciplinary contractors via frameworks, term, and fixed-price contracts.
Contribute to union and trade consultations regarding productivity and performance targets.
Deliver commercial and contractual advice for refurbishment, repair, and development projects.

Essential Experience:

Proven experience in project management within the construction or property sector, preferably in a multidisciplinary environment.
Strong background in pre- and post-contract Quantity Surveying across housing, development, or capital works projects.
In-depth knowledge of contract law and standard building contracts (eg, JCT).
Familiarity with housing maintenance, refurbishment, and property legislation.
Experience with Term Contracts (such as JCT MTC 2016) and National Federation Schedule of Rates.
Understanding of framework agreements, call-off procedures, and public sector procurement processes.

Desirable:

Previous experience working in a local authority or public sector environment.
Proficient in industry-standard tools and project tracking systems.

Qualifications:

Minimum Level 5 qualification (or equivalent) in Construction, Surveying, or Commercial/Financial Management
OR
Extensive relevant experience as a Quantity Surveyor in a similar environment.
