Job Description
Our client is a reputable offshore services provider in the oil and gas industry, known for delivering complex marine operations with a strong focus on safety, innovation, and operational excellence. As part of their commitment to continuous improvement, they are seeking a proactive and detail-oriented QHSE Officer to enhance quality, health, safety, environmental, and compliance practices across their operations.
Responsibilities:
- Develop, update, and optimize quality processes and site documentation in alignment with industry standards.
- Implement, maintain, and improve the Integrated Management System (IMS).
- Contribute to and support ISO certification efforts (ISO 9001, 14001, 45001).
- Harmonize quality procedures across all entities within the Dixstone Group.
- Develop, implement, and oversee the HSE management system across all sites.
- Train personnel to raise awareness and foster a strong safety culture.
- Supervise and support HSE Officers in their daily responsibilities, including permit handling, risk analyses, and anomaly reporting.
- Prepare and execute job safety analyses and risk mitigation for all operations, including marine activities.
- Lead incident investigations, conduct root cause analyses, and implement corrective and preventive measures.
- Deliver safety communications such as toolbox talks, safety flashes, best practices, and analytics reports.
- Conduct regular hazard hunts and safety walk-throughs to identify and mitigate risks.
- Ensure compliance with Dutch and EU occupational health, safety, and environmental regulations.
- Keep Risk Inventories & Evaluations (RI&E) and Gap Analyses up to date.
- Manage environmental and operational permits and ensure sites are inspection-ready.
- Promote energy efficiency, responsible use of resources, and waste reduction initiatives.
- Uphold exemplary HSE behavior across teams and enforce PPE compliance.
- Maintain and update the Emergency Response Plan (ERP).
- Ensure safety equipment is inspected, certified, and readily accessible.
- Train and coordinate the Emergency Response Team and organize regular emergency drills.
- Participate in refresher trainings and quarterly safety exercises.
Skills & Qualifications:
- Strong leadership, organizational, and communication abilities.
- Problem-solving and educational mindset.
- Fluent in Dutch and English.
- Discreet and trustworthy, with a strong sense of confidentiality.
- BSc in Health and Safety Management or equivalent (MVK/HVK).
- Knowledge of Dutch and EU QHSE legislation; experience with insurance compliance is a plus.
- Proven experience in HSE within construction, marine, or oil & gas sectors.
- Proficient in safety systems (IMS, RI&E, Gap Analysis, JRA, PTW, LMRA, etc.).
- Comfortable with Microsoft Office and related tools (e.g., Outlook, Power Automate).
