Introduction
The Public Bill Office (PBO) sits within the Chamber Business Team within CPT (the Chamber and Participation Team). The Chamber Business team supports the business of the House, providing procedural services and advice.
The Role
The Publishing Lead in the Public Bill Office will support the House's core function of making and scrutinising law, by preparing Bills and Acts and assisting in the preparation of amendment documents for printing and publication; and ensuring that the Office has the technical systems and skills that it needs to produce legislative material and fulfil its core requirements.
Some of the responsibilities for this role include:
- To provide accurate, timely and cost-effective production of bills, amended bills, and Consideration of Lords Amendments ('ping pong') documents within specified timeframes.
- To construct private members' bills from scratch and, from time to time, to prepare other legislative documents as required.
- To assist in the preparation of amendments tabled by Members and by the Government for printing and online publication using Lawmaker and LegHub systems.
- To liaise with Members, Parliamentary Counsel and others on the above as appropriate.
- To act as a senior expert user of bespoke business-critical systems supporting the PBO such as Lawmaker and LegHub, investigating and resolving issues as they arise, and contributing to the future development and ongoing implementation of the team's digital systems.
Skills and Experience
To be successful in this role you will demonstrate:
- Strong organisation skills to underpin service delivery, ensuring business-critical documents are produced in a timely way against a backdrop of changing and often conflicting demands; able to handle peaks in frontline work and deliver high quality outputs while working to tight deadlines.
- Strong proofreading skills and excellent attention to detail, to ensure the accurate production of Bills, Acts and other legislative documents; able to work accurately and effectively under pressure.
- An ability to become an expert user of dedicated business-critical applications rapidly and to troubleshoot where necessary; able to manage and review systems and processes and to contribute to the ongoing improvement and development of dedicated software.
