Job Description

Job Title: Project Manager

Role Purpose:

The Project Manager isresponsible for the successful planning, execution, and oversight of a complexdigital service delivery programme. This role ensures that strategic goals,delivery milestones, and stakeholder expectations are met through robust governance,effective risk management, and strong collaboration with delivery and productteams.

Requirements

Key Responsibilities

  • Lead the end-to-end management of a multi-phasedigital service programme, from inception through to final delivery andtransition.
  • Establish appropriate governance frameworks tomonitor performance, outcomes, and conformance to policy or regulatorystandards.
  • Chair project boards or steering groups whererequired, ensuring cross-functional alignment and visibility at alllevels.

2. Planning, Monitoring &Control

  • Develop and maintain an integrated delivery plan,coordinating inputs from delivery, product, and technical leads.
  • Track progress against key milestones anddeliverables, proactively identifying and addressing risks, blockers, anddeviations.
  • Ensure robust documentation of plans, dependencies,issues, and decisions across the delivery lifecycle.

3. Stakeholder Engagement& Communication

  • Engage with a wide range of stakeholders includinginternal teams, senior leadership, third-party suppliers, and user groups.
  • Ensure that delivery decisions reflect the needs ofboth technical and non-technical stakeholders.
  • Produce concise, actionable reports and deliveryupdates suitable for both operational and executive audiences.
  • Manage budgets, contracts, and procurement in linewith commercial controls and delivery milestones.
  • Work with functional leads to ensure that the rightpeople are in place, with clear responsibilities and manageable workloads.
  • Identify and manage any resource gaps or changes incapacity proactively.
  • Collaborate closely with the Delivery Manager toalign agile sprint-based activity with programme-level priorities.
  • Maintain and update risk and issue logs; drivemitigations and escalate appropriately to unblock delivery.
  • Ensure that dependencies-whether organisational,technical, or policy-based-are actively managed and monitored.
  • Significant experience in project or programmemanagement of complex, multi-stakeholder digital services.
  • Proven ability to operate within agile deliveryenvironments, supporting dual-track or iterative delivery frameworks.
  • Demonstrated track record in overseeingcross-functional teams delivering products or platforms involving data,user interfaces, and system integrations.
  • High-level communication and negotiation skills,with experience working across senior internal and external stakeholders.
  • Familiarity with service design principles,user-centred delivery methods, and government/public sector servicestandards.
  • Experience working on platforms involvingstructured data, catalogue management, or regulated industry workflows(e.g., healthcare, life sciences, or procurement).
  • Knowledge of risk frameworks, assurance planning,or managing formal assessments (e.g., service readiness, accessibilitycompliance).

Certifications (Preferred butNot Required)

  • PRINCE2 Practitioner, APM PMQ, or equivalentproject management qualification
  • AgilePM, SAFe Agilist, or other Agile frameworkcertifications
  • Microsoft Azure Fundamentals (AZ-900) or higher (tosupport technical context and infrastructure discussions)
