Job Description

Tasks to be performed:

  • Manage and take responsibility under Europol's accountability for a series of projects to Europol's project management standards, specifically concerned with integrating internal developed components and services and with external services.
  • Ensure regular status communication updates to Europol's ICT management in accordance with accepted reporting standards at the deadlines requested.
  • Maintain good working relationships with internal Europol stakeholders and staff members and external parties.
  • Facilitate the setting up of meetings; undertake meeting minutes creation and distribution.
  • Support all project dimensions as required and follow applicable Europol guidance as updated from time to time.
  • Strengthen project governance implementation through coaching meetings when needed, checkpoints and boards of assigned projects, keeping stakeholders informed with up-to-date information at all times and facilitating appropriate decision making.
  • Ensuring that all relevant project management documentation, including a realistic plan and Gantt chart agreed among the project stakeholders, is in place in the project management system at any given time, including by participating directly in the production of project management deliverables.
  • Ensure that the Gantt chart is always updated and reflect actual project status (no outdated tasks allowed).
  • Manage the implementation of information systems to meet identified business needs, acquiring and utilising the necessary resources and skills, within agreed parameters of cost, timescales, and quality.
  • Facilitate the production and approval of project deliverables, at the specified quality level and in accordance with the project implementation plan.
  • Facilitate tracking and monitoring project implementation in accordance with the scope, budget and person days specified in the project implementation documentation.
  • Proactively participate in identification and handling of dependencies, issues and risks affecting the project.
  • Proactively take responsibility and ownership of any risks and issues identified. Provide mitigation strategies and ensure that, when required, they are effectively escalated through the established Europol project governance (Stream leader, ICT Management, Steering Committees, Portfolio Boards, etc.).
  • Support the monitoring of the budget and resources available to the project, and support Europol's designated structures (Project Management Office) undertaking steps to correct deviations either through the financial procedures or through resource management processes.
  • Interact and communicate with Europol's relevant internal stakeholders for the purpose of project implementation and monitoring, including regular project progress reporting.
  • Monitor the delivery of products and services by external suppliers in accordance with the contracts in place, addressing and resolving issues and risks related to the relationship with those suppliers.
  • Facilitate Europol initiatives on estimating costs, timescales and resource requirements for yearly demand cycle.


Requirement

Level of education corresponding to the category requested


Professional Experience - mandatory or desirable

Mandatory:

Number of years of relevant professional experience corresponding to the area, category and level requested taking into account the above level of education


Mandatory:

A minimum of 9 years of experience in Project Management


Mandatory:

Managed minimum 5 end to end projects involving commercial-off-the-shelf software deployments, incremental software delivery, ICT infrastructure deployment, and/or service integration with external parties and/or SaaS projects


Mandatory:

Managed minimum 5 data protection projects


Mandatory:

A minimum of 5 years of experience in data migration projects


Mandatory:

A minimum of 5 year of experience in working in a highly regulated public/government environment or EU institutions or bodies


Mandatory:

A minimum of 5 years of experience in risk management


Desirable:

Delivered at least 1 CPaaS Project End-to end (from project initiation till go live)


Professional Knowledge - mandatory or desirable

Mandatory:

Good knowledge of planning and estimation techniques


Mandatory:

Good knowledge of MS office including PowerPoint timelines and schedule visuals.

Certification: PM Certification such as PRINCE2, PMP or PM2 (intermediate level at least, not Foundation)

Good knowledge of structured approach to incremental software integration projects working with system integrations, e.g. with an example of a service integration with a third party service provider

Enterprise service bus integration with internal and external services


Mandatory:

Good knowledge of data migration concepts and strategies


Desirable:

Good knowledge of Public IT procurement, (EU) tendering processes and contract management throughout project lifecycles


Desirable:

Good knowledge of Identity and Access Management technologies


Desirable:

Good knowledge of infrastructure technologies, i.e. (virtual) infrastructure, containers, connectivity and environments
