Job Description

CULLY is currently recruiting for a Programme Manager across the operational departments. This is a full-time, permanent role based in the Leixlip office, reporting to the Head of Operations, with occasional travel as required. The position is subject to a 6-month probationary period.

The Programme Manager will be responsible for overseeing day-to-day operational performance across project delivery functions, with a strong focus on KPI management, departmental coordination, resource management, and continuous improvement.

This role will work closely with department managers to ensure efficient execution of projects, optimal utilisation of operational resources, and the consistent delivery of high-quality outputs aligned with business objectives.

Job Responsibilities Operations & Performance Management
  • Oversee daily operations across operational departments to ensure alignment with company objectives.
  • Monitor and drive performance against key operational KPIs (productivity, utilisation, delivery timelines, quality, and cost control).
  • Identify performance gaps and implement corrective actions to improve efficiency and output.
  • Escalate risks, delays, or performance issues to the Head of Operations and leadership team as appropriate.
  • Provide clear, data-driven insights on operational performance and trends.
Departmental Coordination
  • Work closely with department managers to ensure effective planning and execution of workloads.
  • Support in resource management of field based teams.
  • Lead cross-functional collaboration between engineering, project management, and support teams to ensure delivery of key priorities.
  • Act as a central coordination point for operational priorities and escalation management.
  • Drive follow-through on agreed actions and ensure accountability for delivery.
Process Optimisation & Continuous Improvement
  • Lead initiatives to improve operational processes, workflows, and systems.
  • Identify inefficiencies and implement practical improvements to enhance performance and output.
  • Standardise processes and ensure best practices are documented and followed.
  • Promote a culture of continuous improvement across all operational departments.
Resource & Capacity Oversight
  • Oversee high-level capacity planning across departments to ensure alignment with current and future workloads.
  • Monitor utilisation and identify risks related to over- or under-capacity.
  • Work with department heads to optimise resource deployment at a strategic level.
Governance & Reporting
  • Develop and maintain operational dashboards and KPI reporting frameworks.
  • Lead a regular operational review cadence (e.g. weekly/monthly performance reviews).
  • Ensure adherence to internal processes, quality standards, and relevant regulations.
  • Maintain clear documentation of operational processes and improvement initiatives.
Person Specification
  • Proven experience in a programme, operations, or senior project management role, ideally within a service or project-based environment
  • Strong track record of driving operational performance and delivering improvements
  • Experience working with KPIs, data, and performance reporting to inform decisions
  • Ability to coordinate across multiple teams and influence stakeholders at all levels
  • Highly organised and results-focused, with strong problem-solving skills
  • Confident communicator, able to present clear, data-driven insights
  • Commercially aware, with a focus on efficiency, cost, and resource utilisation
