Inside IR35 (£495 day rate) - 2 days per week onsite - Must have an BPSS Clearance

Role Purpose

The Product Manager will provide product leadership for the Agents workstream within the CESA Futures programme, leading the discovery required to understand how Self Assessment agents currently operate within the Legacy CESA environment and how those capabilities can be transitioned to future digital services.

Key Responsibilities

The Product Manager will own and manage the discovery backlog, driving prioritisation and decision-making across multiple stakeholders. They will work closely with business analysts, service designers, architects and delivery teams to understand existing agent behaviours, permissions, client management arrangements, operational processes and user needs. The role will be responsible for identifying capability gaps, validating future-state requirements, defining outcomes, and ensuring that discovery findings are translated into clear recommendations and a deliverable product roadmap. The successful candidate will also play a key role in stakeholder engagement, bringing together business, operational and technical perspectives to develop a shared understanding of the challenges associated with retiring CESA. They will facilitate workshops, manage competing priorities, challenge assumptions where required, and drive alignment on scope, risks, opportunities and next steps.

Experience Required

We are seeking an experienced Product Manager with a strong background in leading complex digital discovery and transformation initiatives. Experience of government services, large-scale migration programmes, identity and authorisation services, or tax and agent services would be highly desirable. The individual must be comfortable operating in an ambiguous environment, able to build consensus across multiple teams, and capable of translating complex business and technical problems into clear product outcomes and priorities.

Business Value

This role is critical to ensuring the CESA Futures programme develops a robust understanding of agent needs and the impact of moving from Legacy Self Assessment services to the future operating model. The Product Manager will help reduce delivery risk, inform investment decisions, and ensure that future solutions are based on validated user needs and evidence gathered during discovery, providing a clear path into Alpha and subsequent delivery phases.
