About the role

The Council's Strategic Planning and Regeneration service is responsible for place shaping within the borough and ensuring new growth is undertaken to a high quality and accompanied by wider public benefits. The Planning Obligations Team coordinates new and improved infrastructure in the borough, working with an array of stakeholders to achieve better outcomes. The Council is forecast to manage a high level of growth, including large residential development, new employment schemes and infrastructure projects.

Responsibilities

The Team is responsible for administering both the local and mayoral Community Infrastructure Levy (CIL) on a high volume of applications. This includes engaging on all stages of the process, from issuing liabilities through to collection and spend.

The role also includes helping to coordinate the Council's S106 planning obligations, with opportunities to engage on the negotiating of contributions and working with infrastructure providers to achieve improvements.

The Team will also be involved in administering the Building Safety Levy, which is set to come into effect from October 2026, and will help continue the setup of new processes related to this latest requirement.

Qualifications
  • Experience working in a local authority Planning Obligations Team or similar.
  • Demonstrable knowledge and experience of the statutory frameworks and procedures around the Community Infrastructure Levy and S106 Planning Obligations.
  • An understanding of the development management process as it pertains to Community Infrastructure Levy and S106 Planning Obligations.
  • Strong communication skills, able to produce clear and concise reports for different audiences and maintain strong data quality with limited supervision.
  • Experience as a capable negotiator and facilitator, building effective relationships and achieving cooperation from colleagues, councillors, stakeholders, community members and members of the development industry.
