Job Description

Sandwell Council is seeking an experienced Operations Manager - Housing Solutions to provide senior operational leadership across a critical part of our Housing Solutions service.

This role leads the Property portfolio, including:

  • Housing Registrations and Allocations
  • The Housing Register
  • Temporary Accommodation and move on
  • Property related operational services supporting homelessness prevention and relief

You will play a pivotal role in balancing scarce housing supply, high demand, legal risk and customer need, ensuring services operate lawfully, efficiently and with a strong focus on outcomes for residents.

What you'll be responsible for
  • Leading and managing high risk, high demanda housing property services within a complex local authority environment
  • Ensuring allocations, registrations and temporary accommodation services operate in line with legislation, policy and best practice
  • Providing senior oversight of complex decision making, complaints, legal challenges, reviews and appeals
  • Managing performance, risk, resources and budgets across the Property portfolio
  • Leading, developing and supporting Team Leaders and staff, promoting a high performance and accountable culture
  • Working collaboratively with partners and senior colleagues to maximise housing supply and support homelessness prevention
What we're looking for

You will bring:

  • Significant experience of managing housing solutions related services within a local authority or similar environment
  • Strong knowledge of housing allocations, registrations and homelessness related legislation
  • Proven experience of leading teams through operational pressure, risk and change
  • Confidence in handling legal challenge, scrutiny, complaints and complex cases
  • Strong leadership, analytical and decision making skills
