Great British Nuclear (GBN) is a new government arm's length body supporting the delivery of Britain's energy security and net zero, making sure that we can power Britain from Britain sustainably. The SMR Programme is GBN's first programme which will deliver initial SMR projects, to enable future fleet deployment of SMRs, and maximizing their benefits for the UK. The role sits within the SMR Programme Directorate, specifically in the Value Analysis Team.
The team's mission is to define, deliver and demonstrate the value of the SMR Programme. Monitoring and evaluation is central to this-providing the evidence needed to make informed decisions that drive value, while also demonstrating the benefits of the programme and the potential of future projects.
We are looking for a Monitoring and Evaluation champion who brings a strong mix of analytical rigour, strategic insight, and clear communication skills to lead the development and implementation of the GBN Monitoring, Evaluation & Learning (MEL) strategy.
Accountabilities & Responsibilities:
- Develop and Lead MEL Strategy: Lead the development and implementation of GBN's Monitoring, Evaluation & Learning (MEL) strategy, ensuring alignment with organisational goals and securing buy-in at Board and Executive levels.
- Develop Core Artefacts: Design and implement theories of change, logical frameworks (LogFrames), and results frameworks-that align with programme objectives.
- Data Collection: Collaborate with internal teams to promote consistent data collection and analysis across programmes, enabling a robust understanding of performance, delivery, and long-term impact.
- Data Analysis: Develop and oversee fit-for-purpose methodologies, tools, and processes for both quantitative and qualitative analysis.
- Track and Report Progress: Ensure effective tracking of project and programme performance against agreed key performance indicators (KPIs), outcomes, and deliverables, supporting accountability and adaptive decision-making.
- Evaluation Governance: Establish and maintain high-quality internal evaluation governance, championing best practice and ensuring all activities comply with HM Treasury's Green and Magenta Books.
Knowledge and Experience (essential)
- Applied experience of designing and delivering monitoring and evaluation projects.
- Experienced in the application of both qualitative and quantitative research methods to support robust monitoring and evaluation of programmes.
- Strong familiarity with HMT Green Book, Magenta Book, Evaluation Task Force guidance, and other relevant frameworks.
- Understanding of how M&E supports value for money, accountability, learning, and continuous improvement.
Skills (essential)
- Ability to develop theories of change, logical frameworks (LogFrames), results frameworks, and MEL strategies (essential).
- Ability to align M&E activities to different phases-initiation, implementation, and closure (essential).
- Ability to translate complex data and findings into concise, non-technical language (essential).
Knowledge, Skills and Experience (desirable)
- Experience and/or knowledge of the UK/international nuclear sector.
- Curious mindset, being able to "see the bigger picture", and connect activities across a complex, interrelated domain.
- Experience championing the role of monitoring and evaluation and gaining buy in from seniors
- Proficient in designing and conducting both quantitative and qualitative analysis-interpreting numerical data using statistical techniques and tools.
