The Role

The Water Network Management team, within Asset Management and Sustainability, has accountability for the management of the water network, including leakage management planning and prioritisation and leakage data and systems management in order to target leakage reduction activities. A key capability of the Water Network Management team centres around the management of the UÉ metering asset base, including the delivery of metering activities in the field e.g. meter replacement, reading, and the management of metering data, the delivery of the metering strategy, policies and codes of practice and the alignment and development of the commercial models required to support end-to-end metering services.

The Metering Data and Insights team will lead the management of all metering data processes and perform the role as the custodian of all metering data including data standards and quality, data management, governance, reporting and insights.

The Metering Data and Insights Technical Manager will report to the Metering Senior Manager, and an overview of the duties are listed below:

Main Duties and Responsibilities
  • Responsible for the development, implementation and review cycle of the metering data strategy and implementation plan

  • Responsible for leading the implementation of data management business rules, overseeing data governance activities and managing metering data and integration, ensuring the alignment with the metering data strategy and UÉ's organisational data strategy

  • Responsible for developing and managing high-quality data analysis and intelligence reporting to support strategic metering objectives

  • Responsible for metering data quality including confidence grading of data, defining data quality requirements, standards, and policies; approving data quality improvement plans and actions

  • Responsible for ongoing metering data stewardship and management, ensuring that the master data is accurately represented, consistently defined and accessible

  • Responsible for data quality governance including monitoring, audits, reporting, and resolving issues with the data quality

  • Responsible for the provision and oversight of data intelligence products, such as reports and dashboards, on areas of metering performance and emerging trends

  • Responsible for the implementation of tools and techniques for data analysis and visualisation to enhance metering performance analysis

  • Responsible for the systematic collection, tracking, analysis, and reporting of metering data. This involves maintaining accurate asset records, monitoring patterns, and reporting on trends and providing performance reporting and insights through data analysis

  • Responsible for capturing, tracking and feeding asset inventory data into UÉ corporate asset systems ensuring data is robust, accurate, and trusted across the organisation

  • Responsible for the management and maintenance of the key metering asset data business processes

  • Responsible for the provision of data, information, and analytics that balances cost, risk, and performance to optimise the lifespan of meters, looking at both current and future needs

  • Responsible for being the custodian of digital systems and tools to transform meter management, improving connectivity and visibility of metering data through systems, tools, and technology

  • Responsible for operating a standardised metering performance management reporting calendar, ensuring the provision of the right data, at the right time, in the right format for reporting and decision making

  • Responsible for the provision of specific regulatory reporting as required, e.g. annual return

  • Support adherence to HSQE policies and the implementation of UÉ safety management system for the Metering Services team

  • Perform line and performance management duties as required.

  • Carry out any other duties deemed necessary and / or required by management.

General Duties and Responsibilities
  • Collaboration with key internal stakeholders across the UÉ business

  • Responsible for promoting and delivering health and safety commitments across UÉ and its supply chain, reinforcing positive behaviours and delivering health and safety objectives and requirements to the highest industry standards

  • Support the delivery of the Uisce Éireann Transformation Programme, driving results required within the Directorate and supporting organisation-wide objectives

  • Conducts duties and responsibilities in accordance with Uisce Éireann's Information Security policies, standards, processes and controls to protect the confidentiality, integrity and availability of UÉ business information and delivery of critical services, in accordance with the NIS Directive and any other relevant cybersecurity regulation

  • Other duties as required

Knowledge, Skills and Experience
  • Experience in ÚE enterprise management systems such as Maximo, C2M, Temetra, GIS Azure Datamart etc., desirable

  • Demonstrable experience of digital and reporting tools such as Power BI

  • Demonstrable experience of complex data management and data quality improvement approaches

  • Relevant third level qualification and or accreditation is desirable and or relevant experience.

  • A minimum of 7 years' experience in the water, utilities or similar industries is desirable.

  • Experience of working in a regulated environment is desirable

  • Demonstrated people management experience, with strong people, change management and conflict resolution skills.

  • Experience providing coaching in the development of the technical skills and abilities in others

  • Demonstrated leadership ability, proactive development, motivation and engagement of staff

  • Ability to demonstrate developing and maintaining effective strategic relationships & key stakeholder management, both internally and externally to the organization

  • Strong business acumen, communication and negotiation skills

  • Highly motivated individual, working to the highest professional standards and with proven ability to deliver results while upholding ethical standards.

  • Strong analytical skills and ability to identify and analyse problems and potential improvements and propose and implement solutions.

  • Demonstrate adaptability and the ability to change focus and direction in line with business strategy and requirements.

  • Proactively identifying new areas of improvement and using newly gained knowledge and skill on the job.

  • Demonstrated experience in setting measurable safety and well-being goals for a team.
