Post Title: CMHT Operational Lead
Base Community: Mental health Teams.
Hours: 36 hours per week
Responsible to: Service Manager - Community
Responsible for: Assessment and Brief Intervention Service
1) PURPOSE OF JOB
East London NHS Foundation Trust provides a comprehensive mental health service to people from a diverse range of cultures and ethnic groups covering the City of London, Hackney, Newham and Tower Hamlets. Our aim is to provide the very highest standards of care based on strong partnerships with Social Services and Primary Care Trusts
Our Adult Community Mental Health Teams provide high quality assessment and treatment of people with severe and enduring mental health problems, in partnership with service users, carers, local GPs, social care colleagues and voluntary organisations.
The Operational Lead is accountable to Borough Director and will receive professional supervision and line management from the Community Service Manager. The Operational Lead has overall management responsibility for the work of the team and also provides a consistent, high-quality service which is recovery focused, and sensitive to the needs of a diverse community. The Operational Lead is responsible for ensuring service delivery is of a consistently high standard and assisting the team in meeting these standards.
In each Neighbourhood a Consultant Psychiatrist provides clinical leadership and the day-to-day management of non-medical staff is the responsibility of the Operational Lead, supported by the Senior Practitioners.
The post holder will form part of a small team of senior staff who undertake the initial assessment and triage of new referrals, ensuring that appropriate recommendations and care plans are implemented made for the management of each case. The Operational lead will operationalise the implementation of the Care Act, Mental Capacity Act and Mental Health Act in this service
It is preferable that the Operational Lead is an Approved Mental Health Professional and will be expected to act as a senior AMHP, supervising the work of AMHP's via a management rota, offering support and advice and ensuring high practice standards are maintained and the legal frameworks are adhered to.

3) KEY RESPONSIBILITIES
a) Operational Management of the sub teams within the CMHT / Rehab.
1. To manage the team budget and ensure that all budgetary targets are achieved and Trust financial systems and standing financial instructions are observed.
2. To ensure that all contract and performance targets are met and to lead in the setting, implementation and monitoring of local targets.
3. To monitor and have overall responsibility for managing the review of placements and community care funding, ensuring value for money.
4. To assist care coordinators in accessing personalised budgets for service users if they meet Care Act eligibility. To ensure that presentations to the LBH Panel are outcome focused and support recovery, and to participate in the Panel process.
5. To monitor and have overall responsibility for managing the review of existing trust and social care packages and placements, ensuring that enablement, recovery and value for money are primary considerations and that packages of care are ended when appropriate.
6. To use technology and systems effectively in the analysis of performance data and to monitor the delivery of services within budgetary limits.
7. To ensure the effective management of data services within the team, adhering to Trust information requirements and protocols.
8. To work with the Lead Administrator to ensure the effective management of all administrative services, including the provision of administrative support, order and supply of equipment, buildings management etc
9. To ensure that all Trust Policies and Procedures such as incident reporting, clinical risk management, complaints etc are adhered to, that staff are familiar with their operation and that changes in practice follow from recommendations made.
10. To contribute to the formulation of policies and procedures, as required.
11. To facilitate the development of quality initiatives and contribute to business plans.
12. To assist in communicating the strategic objectives and current governance agenda to the team.
13. To take all possible precautions to safeguard the welfare and safety of staff, service users, visitors and the public, by implementing all policies related to health, safety, security and risk.
b) Clinical:
1. To utilise expert clinical skills to provide assessment, planning, implementation and evaluation of care for a specific group of service users.
2. To demonstrate advanced competence in highly complex decision making, assessment, clinical interventions and the management of clinical needs within adult community mental health care.
3. To ensure that a robust duty system is operational within the team and that it is staffed and supported
4. Oversee statutory mental health work in the team including social supervision and implementation of the Care Act, Mental Health Act and the Mental Capacity Act; that work relating to these statutory areas is robust and meets legal requirements
5. To design individually tailored packages of care to meet assessed needs; these plans must be recovery focused and reflect the views of users and carers
6. To demonstrate knowledge and understanding of Safeguarding adults and children
7. To chair Safeguarding meetings where appropriate and oversee risk management plans ensuring timely implementation and accurate recording
8. To encourage the participation of users and carers and ensure that their views are taken fully into account. Ensure agency policies and practices reflect these views where possible.
9. To critically appraise, evaluate and apply knowledge of theoretical frameworks, evidence and research findings within the specialist area of practice.
10. To act in a manner to ensure that customs, individuality, values, sexuality and spiritual beliefs, are actively respected and that service users are supported to fulfil these.
11. To create, develop and maintain professional supportive relationships with the multidisciplinary team, other professionals and agencies to enhance recovery.
12. To recognise potential crisis situations and act responsively and responsibly, to resolve the situation.
13. To be aware of the potential for vulnerability and abuse amongst the service users/families and use the local policy to inform appropriate personnel in line with POVA and Child Protection and ELFT Policies.
c) Staff Management
1. To provide clinical leadership, proactive management and support to ensure that all staff are managed consistently and appropriately, within the framework of Trust and local authority policies and procedures and professional codes of conduct.
2. To manage the team's staffing levels within budgetary limits.
3. To provide formal clinical supervision to a number of multidisciplinary team staff, ensuing that the Trust's and LA's supervision, appraisal and performance development processes are adhered to.
4. To ensure that all staff are provided with management supervision, ensuring that appropriate action is taken to maintain standards and develop quality within a clinical governance framework and within profession specific frameworks.
5. To ensure that each employee's performance is appraised and developed, in line with organisational objectives and individual professional development, and contribute to the development of the service's performance agenda.
6. To utilise a range of employee relations skills including recruitment and selection, performance management, sickness management etc, to ensure that a high quality and consistent service is provided at all times.
7. To ensure attendance of all staff at Trust mandatory training.
8. To be responsible for the orientation and induction of all staff new to the service.
9. To motivate and support staff through periods of change or service development and to act as a change agent.
10. To promote the use of reflective practice to enhance the development of others.
11. To support staff through the analysis of critical incidents.
d) Professional/Personal Development
1. To maintain knowledge of relevant developments and current practice and to ensure that own clinical practice reflects current professional guidance and standards across all professional groups.
2. To participate in formal clinical supervision and appraisal.
3. To be aware and act in accordance with the LA / Trust Policies and Guidelines.
4. To be an active member of professional bodies and participate in local and National forums establishing networking and evidence based practice.
