Manager of Environmental Services

Reporting to the Director of Infrastructure Services, the Manager of Environmental Services is responsible for management and day-to-day operation of the Environmental Services Division, including water, wastewater, stormwater and related systems, ensuring regulatory compliance, effective service delivery, prudent financial management, and supervision of staff.
Oversee the day-to-day division operation and direct system monitoring and control of water, wastewater, and stormwater systems, including treatment processes, stormwater facilities, pumping stations, storage, distribution/collection networks, and SCADA systems.
Provide oversight to ensure the Water Pollution Control Plant is operated in a safe, efficient, cost effective, and environmentally responsible manner, with uninterrupted service delivery through appropriate service delivery mechanisms.
Respond to and coordinate emergency situations, system failures, and after hours incidents as required.
Ensure compliance with all applicable legislation, including the Safe Drinking Water Act, Ontario Water Resources Act, and Environmental Protection Act.
Oversee and maintain the Drinking Water Quality Management System (DWQMS), including audits, reporting, and corrective actions.
May be designated by the system owner (Council) as the Overall Responsible Operator (ORO), including authority to designate Operators in Charge (OIC).
Assess infrastructure installation, replacement, maintenance and annual renewal needs.
Develop divisional operational plans and administer approved programs and services consistent with departmental objectives and budgets.
Oversee water billing administration and monitor water usage and consumption trends.
Lead, supervise, and support staff in the areas of health and safety, performance management, training, development, succession planning, and discipline.
Fulfill supervisory responsibilities under the Occupational Health and Safety Act (OHSA), ensuring a safe work environment and compliance with all health and safety requirements.
Recognizing the cross divisional integration within the Infrastructure Services Department, ensure coordination with other divisions to support departmental operations.
Liaise with regulatory agencies, Health Unit, UTRCA, consultants, contractors, and other stakeholders, and coordinate inspections, approvals, and reporting requirements.
Manage customer relations and respond to public inquiries and concerns.
Prepare and present reports, recommendations, technical advice, and presentations to Council, committees, senior management, and the public, and represent the Division at related meetings as required.
Perform other related duties as assigned by the Director of Infrastructure Services, as required by law, or as necessary to ensure uninterrupted service delivery of core municipal infrastructure.
Qualifications:- Post secondary education (college or university) in Environmental Science, Environmental Engineering, or a related discipline, or an equivalent combination of education and relevant experience.
Minimum five (5) years of progressively responsible experience in municipal water and wastewater operations or a related field.
Valid MECP Water Distribution and Supply Class III and Wastewater Treatment Class IV licenses are preferred; equivalent or lower classifications with the ability to obtain higher levels may be considered.
Demonstrated knowledge of applicable legislation and regulations, including those administered by the Ministry of the Environment, Conservation and Parks (MECP).
Experience with confined space entry and specialized equipment operation and training.
Strong analytical and problem solving skills, including the ability to interpret data and support operational decision making.
Excellent written and verbal communication skills, with the ability to prepare reports and effectively communicate with staff, management, Council, and the public.
Demonstrated ability to identify issues, assess risk, and implement effective solutions in a timely manner.
