Job Description

Location: HM Naval Base, Portsmouth (HMNBP)

Service Area: Asset Management

Hours of Work: 37 Per week

Salary: £37,000 - £47,000

What You'll be doing:

The M&E Surveyor role is an integral part of the multi disciplined team of surveyors within the Estates Surveyors Team.

You will be working within a team of Building M&E and Mechanical surveyors providing thorough analysis of mechanical and electrical defects and compiling detailed reports/scopes of work of desired solutions and cost estimates of proposed works.

For this particular role, we are seeking someone with a strong mechanical background including heating / ventilation experience etc.

Working with the Surveys Lead and the Estates Surveyors to ensure that all planned surveys are carried out as per the Planned Maintenance Survey Programme

As part of delivering this role, you will typically be:

  • Undertake general surveys and provide recommendations with regard to Survey Requests generated via the Company Help Desk.
  • Undertaking asset verification, condition or dilapidation surveys on mechanical and electrical plant
  • Assess and provide specific insight into the condition, performance and operational risk of M&E systems by undertaking non intrusive inspections
  • Undertake surveys of buildings, utilities and infrastructure to asset Level 4 in accordance with Asset Physical Condition Grading Methodology (APCGM)
  • Provide Technical Reports with regard to Specification 024 (Spec 024) asset types, e.g. buildings systems, infrastructure (inc.) electrical / heating distribution networks
  • Be able to display a knowledge of and understanding of statutory requirements, current regulations and Approved Codes of Practice with regard to the above
  • To advise and inform the Client with regard to the material state of assets whilst maintaining and promoting best practice and value for money
  • Demonstrate commercial awareness and be able to assess value for money for building/repair work carried out.
  • Provide a comprehensive overview of Naval Base assets based on desktop and physical surveys, professional training, knowledge and experience
  • Provide option studies, feasibility studies and cost estimates at the behest of the Client
  • Be a good communicator.
  • Provide technical support to other departments and the Customer
You'll Have:
  • Demonstrable technical / surveying experience gained working in the construction industry / similar FM environment
  • Construction site safety requirements knowledge
  • Have a good knowledge of building systems technology and pathology
  • Interpersonal skills to be able to operate at a fully competent level working as part of a team and independently at times
  • Have a good working knowledge of the building regulations, CDM and appropriate legislation
  • Have knowledge of and be able to apply construction / systems related Health & Safety legislation and good practice through technical simplification where necessary
  • Be a strategic thinker and display a knowledge of and understanding of statutory requirements, current regulations and approved codes of practice with regard to the above
  • Have relevant experience of using all Microsoft packages, in particular be able to demonstrate practical IT skills using Outlook, Word and Excel and be familiar with databases
Qualifications:
  • Ideally degree qualified (but not essential) with suitable professional experience in a related field
  • Minimum HNC in a mechanical and / or electrical surveying / engineering discipline.

    • 18th Edition
    • Asbestos
    • Working at Height
    • Confined Spaces
    • MEWP licence
    • Skilled Climber
  • Hold appropriate Health and Safety Qualifications e.g. IOSH or NEBOSH
  • Ability to obtain or have held or be eligible to apply for security clearance
