Job Description

M&E BID MANAGER

Our client is a leading Mechanical & Electrical (M&E) contractor delivering complex Data Centre, Pharmaceutical, Commercial, Industrial and Mission Critical projects across Ireland and Europe.

Due to continued growth and expansion, they are seeking an experienced Mechanical & Electrical Bid Manager to join their Pre-Construction team.

This is an excellent opportunity for a Senior Estimator, Pre-Construction Manager or Bid Manager looking to take ownership of strategic bid delivery, commercial governance and tender excellence within a high-performing Building Services organisation.

Reporting directly to the Pre-Construction Director, you will play a key role in shaping bid strategy, improving tender processes and securing major project opportunities.

Key Responsibilities Bid Leadership & Governance
  • Lead the end-to-end management of bids from enquiry through to final submission.
  • Review tender opportunities and assess suitability against company strategy, risk profile, resource availability and delivery capability.
  • Prepare tender summaries and recommendations for senior leadership review.
  • Drive structured bid/no-bid decisions to maximise win rates and optimise tender resources.
  • Ensure all submissions are compliant, commercially robust and aligned with business objectives.
Bid Strategy & Commercial Management
  • Work closely with the Pre-Construction Director to develop bid strategies, win themes and target commercial outcomes.
  • Identify and manage commercial, contractual, programme and delivery risks throughout the tender process.
  • Support margin optimisation and commercial decision-making across all tender opportunities.
  • Contribute to strategic planning for key target clients and framework opportunities.
Tender Planning & Coordination
  • Develop and manage detailed tender programmes and submission schedules.
  • Coordinate estimating, technical, commercial and operational teams throughout the bid process.
  • Monitor progress against deadlines and proactively resolve issues to maintain submission timelines.
  • Manage internal review processes and governance milestones.
Proposal & Submission Management
  • Coordinate the production of high-quality, compliant tender submissions.
  • Develop and review technical responses, methodologies, project execution plans and supporting documentation.
  • Ensure consistency, professionalism and accuracy across all submission materials.
  • Manage final approvals and tender submission processes.
Supply Chain & Data Management
  • Support the development and maintenance of supplier and subcontractor databases.
  • Maintain structured records of rates, supplier performance and procurement intelligence.
  • Promote best practice in document control, digital collaboration and tender data management.
  • Ensure all bid information is accurately recorded, version-controlled and auditable.
Continuous Improvement
  • Capture lessons learned from successful and unsuccessful bids.
  • Drive continuous improvement across tender processes, templates and bid governance procedures.
  • Support the ongoing development of pre-construction systems, tools and best practices.
Requirements
  • Degree-qualified in Engineering, Building Services Engineering, Construction Management, Quantity Surveying or a related discipline.
  • Proven experience as a Bid Manager, Senior Estimator, Pre-Construction Manager or similar role within the Building Services, Mechanical, Electrical or Construction sectors.
  • Strong leadership skills with experience managing and mentoring estimating and bid teams.
  • Excellent commercial awareness with a strong understanding of contracts, risk allocation, procurement and margin management.
  • Experience delivering bids across Data Centres, Pharmaceutical, Commercial, Industrial or Mission Critical sectors is highly desirable.
  • Highly organised with the ability to manage multiple tenders simultaneously.
  • Exceptional communication and stakeholder management skills.
  • Strong analytical and strategic thinking capabilities.
  • Advanced proficiency in Microsoft Office, estimating software and digital document management platforms.
