Role OverviewLead the development of a training facility, primarily responsible for the logistical planning and delivery of training initially for approximately 6,000 customers. Develop, organise, plan and deliver training courses on behalf of the Licensing Service with a view to expanding the operation and generating income.
Assist in researching best practice, processes, methodologies and demonstrate effective management of change within a complex internal and external environment. Identify opportunities for continual improvement. Contribute to the identification, delivery or organisation of future training opportunities for all regulatory and licensing customers of the council, ensuring that occupational, mandatory and regulatory training is provided to meet service obligations and comply with legislation.
ExperienceEssential:
- Experience interacting at a high level and developing relationships with key stakeholders on a city-wide and neighbourhood basis, delivering outcomes through effective partnership working.
Desirable:
- Significant enforcement experience in a licensing field.
Essential:
- Investigate, assess and administer legislation, requiring a high level of legal understanding and interpretation.
- Gain and retain accreditation status for training and create course content.
- Customer focused with excellent interpersonal skills.
- Competent in licensing legislation, leading change and improving services.
- Ability to work independently and as part of a team, managing multiple tasks and competing deadlines.
- Stay abreast of new and amended legislation and translate it into operational procedures.
- Excellent organisational and communication skills, producing high quality accurate work under pressure.
- Deliver results within tight deadlines in a highly pressurised environment.
- Positively influence and manage customer expectations and journeys.
- Adept at presenting complex information to a wide ranging audience.
- Represent the service in court when required.

- Contribute to the identification, delivery and organisation of future training opportunities for all regulatory and licensing customers.
- Identify, expand and implement new income streams.
Desirable:
- Ability to develop the knowledge, skills, aptitudes and ways of working that will see the Licensing Service achieve its vision and objectives.
Essential:
- Hold a recognised qualification in teaching or training equivalent to Level 3 Award in Education and Training to deliver BIB and City & Guilds training.
- Willingness to work towards a Licensing Paralegal qualification.
