Positive Employment is currently recruiting for an IT Programme Manager/Implementation Manager for our client, a local government organisation in Lewisham. The successful candidate will lead organisational redesign and transformational projects and programmes, and be responsible for realising the identified programme benefits.
Lead on and effectively manage multi-disciplinary and multiple project teams to deliver organisational and cultural change across the organisation. Take responsibility and oversee delivery of other individual projects and programmes to an agreed direction, timescale, and budget as required.
MUST HAVE EXPERIENCE WITH TOTAL MOBILE CONNECT IMPLEMENTATION - CANDIDATES WITHOUT THIS WILL NOT BE CONSIDERED!
This role is a 9-month contract with the possibility to extend. 1-2 days per week in the office required.
Duties and Responsibilities:
- Be responsible for driving the delivery of change projects across strategic, frontline, and support functions, influencing new ways of working to achieve corporate objectives.
- Deliver a design-led approach to project work to gather insights, prototype solutions, and implement creative ideas for change.
- Successfully lead multi-disciplinary project teams to co-design and implement solutions for change, fostering a positive, results-focused working environment to reduce resistance and address doubts and uncertainties surrounding the change.
- Facilitate the creation of project workstreams and project boards as appropriate, appointing individuals to the project delivery teams, ensuring efficient allocation of resources and expertise.
- Analyse budgets and track savings projections across specific programmes to ensure change is delivered on time and within budget.
- Be responsible for successfully implementing change projects, transition planning, and stabilisation of change across the organisation and other public sector organisations.
- Manage all aspects of project delivery, including feasibility, business case design, planning, dependencies, risks, and governance.
- Initiate additional activities and management approaches when gaps are identified or issues arise.
- Mitigate or resolve challenges across budget savings and transformational programmes to ensure successful delivery.
- Line manage 4+ project managers and staff, and support the development of the Programme Management Office function.
Personal Requirements:
- Experienced IT Programme Manager.
- Expertise in Total Mobile Connect implementation.
- Strong business experience in Housing Repairs.
- Understanding of current policy issues facing local government, including service co-design, funding, and public involvement, as well as the political environment.
- Programme and project management, service redesign, transformation, and change management skills.
- Knowledge of both waterfall and agile methodologies.
- Experience managing and delivering programmes, preferably in a local authority environment.
Working Hours: 37 hours / 9:00 am - 5:00 pm / Monday to Friday
Pay: £107.14 per hr
