The Information Rights Team is part of the wider Legal Services team within the Resources Directorate. The Information Rights Officer role is to action requests for information under legislation including the Data Protection Act, the Freedom of Information Act and the Environmental Information Regulations and to coordinate and monitor requests for information.
Main duties of the jobKey Responsibilities:
- To ensure requests for information are managed in line with legislation and standards
- To resolve day to day and ongoing Data Protection, Freedom of Information issues
- To develop and implement a robust Information Rights service to ensure the City Council meets its legal and statutory requirements
- To consult effectively with the other directorates of the City Council to ensure effective delivery of the Information Rights agenda and equating essential requirements with resources available
To provide analysis and reports as and when directed.
Job responsibilitiesTo action requests for information under legislation including the Data Protection Act, the Freedom of Information Act and the Environmental Information Regulations and to co ordinate and monitor requests for information handled by others. To assist the Information Rights Manager to monitor changes in national policies, review the potential impact on local needs and demands to ensure the delivery of corporate policy frameworks. To carry out research as directed by the Information Rights Manager on changes to national and regional policies and guidance. To work with Directorate management teams to embed information rights legislation into the organisation. To develop and deliver information rights training courses and presentations to staff and elected members across the Council.
- To ensure requests for information are managed in line with legislation and standards.
- To resolve day to day and ongoing Data Protection, Freedom of Information issues.
- To help develop and implement strategies, robust policy frameworks, plans systems across the City Council to enable the City Council to meet its corporate aims and objectives.
- To develop and implement a robust Information Rights service to ensure the City Council meets its legal and statutory requirements.
- To compile and maintain the authority's Publication Scheme and Data Protection Notifications.
- To monitor compliance with standards and policy and to identify and report on any non compliance in relation to risk regarding Data Protection/Information Rights.
- To work as a full member of the Information Rights Team in the formulation and implementation of the Departmental and Corporate plan for the City Council as a whole.
- To advise and support on Information Rights issues to help Services attainment of continuous service improvement.
- To support the Information Rights Manager in ensuring the Information Governance/Security is translated into vision, values, policies and priorities into practical and effective ways.
- To consult effectively with the other directorates of the City Council to ensure effective delivery of the Information Rights agenda and equating essential requirements with resources available.
- To support the Information Rights Service to meet objectives of the City Council through appropriate staff development.
- To consult, support and deliver training to other directorates of the City Council to ensure full understanding of Information Rights requirements and policies.
- To help develop effective Information Rights Business planning processes across the City Council and partners.
- To develop services and staff in the Information Rights Service to deliver excellence in Information Rights through innovation, communication and customer and partner involvement.
- To provide support in the communication of Information Rights policies both internally and externally.
- To support cross directorate and multi agency information governance groups.
- To provide strategic Information Rights policy advice as and when directed.
- To provide analysis and reports as and when directed.
- To report to the Information Rights Manager and operate in an open manner to ensure that all staff are kept informed on key issues.
- To provide support and direction to staff in the delivery of Information Rights service improvements.
- To help promote a culture of Information Security.
- Any other duties appropriate to the post.
- Good understanding of local government and public sector.
- Understanding and awareness of the sensitive nature of a political environment.
- Experience in Information Rights policy development and assisting to deliver Information Rights policy and service improvements in a top performing organisation or one that is showing continual improvement.
- An understanding of the statutory and regulatory framework within the range of responsibilities of the role.
- High degree of personal and professional probity, integrity and credibility that sustains the confidence and trust of Members, staff at all levels and external partners and stakeholders that foster a positive reputation for the Council.

- Experience of, or equivalent qualification in Freedom of Information legislation and Data Protection.
