Job Description
Purpose and Accountabilities:
Reporting to the CCE & Intelligence Manager, the High Risk Committee Governance Manager sits within the T&S Global FCRCCE Team and leads all aspects of governance, escalations, and approvals to Senior Management. This includes but it not limited to the High-Risk Counterparty Committee (HRCC), High Risk Committee (HRC), and High Risk Approval Forum (HRAF).
High Risk Committee Governance Manager is responsible for overseeing the governance framework and operational effectiveness of T&S Compliance High Risk committees. This role ensures that high-risk decisions are escalated, reviewed, and documented in accordance with regulatory requirements, internal policies, and risk appetite. The role acts as a key liaison between senior leadership, risk owners, and control functions to ensure transparency, accountability, and informed decision-making.
The High Risk Comittee Governance Manager has responsibilities for:
• Managing the end-to-end governance process for the High Risk Committee, including agenda setting, documentation, and follow-up actions.
• Ensure committee operations align with internal governance standards and regulatory expectations.
• Maintain and update the HRC Terms of Reference, ensuring clarity of scope, roles, and responsibilities.
• Act as the central point of contact for senior executives, risk owners, and assurance functions regarding HRC matters.
• Provide guidance and training to business units on high-risk governance protocols and escalation procedures.
• Close coordination and cooperation with the Compliance Strategic Intelligence team.
• Coordinate the SBO-based HRC support team, managing the workflow submissions to the committee, and managing actions arising from HRC processes.
• Facilitate HRC meetings, lead discussion on topics and present risk to senior stakeholders, including the T&S EVP and CCO.
• Coordinate the investigations of ad hoc HRC-identified incidents or oversee projects requiring related subject matter expertise, including escalations of issues made by the business or other areas of Compliance, which require HRC discussion.
• Escalate key regulatory risks and patterns for the attention of the Head of CCE on an ongoing basis.
• Working knowledge of relevant ETRM systems, including the ability to assess and impact relevance of PEPs, Sanctions and Adverse Media alerts.
• Oversee the preparation and distribution of high-quality committee packs, minutes, and decision logs.
• Track and report on key risk themes, trends, and committee outcomes to senior management and the Board.
• Identify opportunities to enhance the efficiency and effectiveness of the HRC governance framework, including through the use of automation, AI, and other technical solutions.
• Support internal and external audits, regulatory reviews, and assurance activities related to high-risk governance.
• Member of the HRCC, HRC, and HRAF.
• Approval of certain high-risk counterparty files as per the MOA.
Dimensions:
• No direct reports; is expected to deliver effectively through others.
• Member of the Financial Crime, Regulation and Conduct Risk Team.
Skills & Requirements:
• Education to degree level or above (or equivalent work experience).
• Minimum of 10 year experience in a related field is preferred.
• Experience managing teams or projects.
• Strong understanding of enterprise risk management frameworks and regulatory expectations.
• Experience working with senior stakeholders and executive committees.
• Excellent written and verbal communication skills with the ability to influence and engage with a wide range of stakeholders and be persuasive, resolve conflict and deliver tough messages.
• Knowledge of the global Energy markets (Gas, Power, Carbon and Oil) and financial markets is desirable.
• Ability to synthesize complex information and present it clearly.
• High level of integrity, discretion, and professionalism.
• Analytical mindset with a proactive approach to problem-solving.
• Proven problem-solving capability and ability to analyse and assess root cause of issues quickly.
• Excellent team working skills and the ability to work efficiently and accurately under pressure and encourage positive team dynamics.
