Job Description

PM Group's Outsourced Technical Services (OTS) department are seeking an experienced and proactive Health & Safety Officer to support the safe delivery of works within a high-profile, operational events and exhibition environment in Dublin. The successful candidate will be responsible for implementing, monitoring, and continuously improving health, safety, and environmental standards across all project activities while ensuring compliance with Irish legislation, industry best practice, and company procedures.

The Health & Safety Officer will work closely with project management, contractors, subcontractors, and other stakeholders to promote a positive safety culture and drive continuous improvement in health and safety performance.

Health & Safety Management
  • Monitor site activities to ensure compliance with the Safety, Health and Welfare at Work Act and associated regulations.
  • Conduct regular site inspections, audits, and safety tours.
  • Maintain an active presence on site and engage with personnel to promote safe behaviours.
  • Support the implementation of company Health & Safety Management Systems.
  • Review and monitor compliance with Risk Assessments and Method Statements (RAMS).
  • Assist in developing site-specific safety plans and procedures.
  • Ensure all works are carried out in accordance with permit-to-work systems.
Incident Management
  • Investigate accidents, incidents, near misses, and hazardous occurrences.
  • Prepare detailed investigation reports and recommend corrective actions.
  • Monitor the close-out of safety actions and improvement measures.
  • Maintain accident and incident records in accordance with company procedures.
Training & Communication
  • Deliver site safety inductions for employees, contractors, and visitors.
  • Conduct toolbox talks and safety briefings.
  • Promote health, safety, and wellbeing initiatives.
  • Support management in developing a strong safety-first culture.
  • Liaise with site personnel to ensure safety concerns are promptly addressed.
Compliance & Documentation
  • Maintain site health and safety records and documentation.
  • Review contractor safety documentation and competency records.
  • Assist in preparing reports and statistics for management review.
  • Ensure statutory notices, signage, and emergency arrangements are maintained.
  • Support audits by regulatory authorities, insurers, and internal stakeholders.
Emergency Preparedness
  • Assist in developing and testing emergency response plans.
  • Participate in emergency drills and exercises.
  • Coordinate with first aiders, fire wardens, and emergency response teams.
  • Ensure emergency equipment and arrangements are maintained.
Environmental & Wellbeing
  • Promote environmental awareness and sustainable work practices.
  • Support monitoring of waste management, housekeeping, and environmental controls.
  • Encourage initiatives that promote employee health and wellbeing.
Essential
  • Diploma or Degree in Occupational Health & Safety, Environmental Health, or related discipline.
  • Minimum 3 years' experience in a Health & Safety role within construction, engineering, facilities management, industrial, pharmaceutical, commercial, or large-scale event environments.
  • Strong knowledge of Irish health and safety legislation.
  • Experience conducting site inspections, audits, and incident investigations.
  • Excellent communication and stakeholder engagement skills.
  • Competent in Microsoft Office applications.
  • Full driver's licence and ability to travel as required.
Desirable
  • Chartered Membership or Graduate Membership of IOSH.
  • NEBOSH General Certificate or equivalent qualification.
  • Internal Auditor qualification.
  • First Aid Responder certification.
  • Fire Marshal / Fire Warden training.
  • Experience working in live operational facilities or public-facing environments.
