We are seeking a Head of Technical Compliance & Assurance to lead the technical assurance function across a UK-wide estate of approximately 800 buildings.

This role will provide objective, risk-based assurance that engineering governance, statutory compliance arrangements, Safe Systems of Work, dutyholding, competence and technical controls are appropriately designed, implemented and operating effectively.

Job Description

Working closely with the Technical Services Director, central technical assurance teams, operational delivery, HSEQ, technical risk management, client representatives and change management teams, you will deliver a clear, evidence-based view of technical compliance, control effectiveness and assurance confidence.

The role maintains independence from operational delivery activities to provide objective assurance while supporting safe and compliant service delivery.

Key Responsibilities

  • Develop and maintain a risk-based technical assurance framework covering disciplines, sites, suppliers, systems, dutyholders and high-risk activities.
  • Define and implement assurance methodologies, including evidence standards, sampling approaches, finding classifications and closure verification requirements.
  • Assess the design and effectiveness of controls relating to competence, dutyholding, maintenance, statutory inspections, Safe Systems of Work, asset data, subcontractors and change management.
  • Lead and support the operational Safe Systems of Work community, including Authorising Engineers, Authorised Persons, Competent Persons and Responsible Persons.
  • Conduct thematic and cross-site reviews to identify systemic weaknesses, recurring issues and root causes across the estate.
  • Own technical assurance reporting, providing clear assurance opinions, trend analysis and actionable insights to senior stakeholders.
  • Independently verify corrective actions, support technical incident investigations and provide assurance input to technical risk management activities.

Professional and Personal Competencies/Qualifications

  • Essential qualifications should reflect the formal technical authority of the role.
  • Relevant Degree or HNC in an engineering discipline.
  • Professional engineering registration.
  • Lead Auditor qualification or equivalent assurance experience.
  • NEBOSH or IOSH qualification.
  • Discipline-specific qualifications linked to previous dutyholding appointments.
