Job Description
Interim Head of Strategic Asset Management
Location: South West (Hybrid Working Available)
Contract: 9 Months Initially (Potential to Extend)
Day Rate: £700 per day DOE
Spencer Clarke Group are recruiting for an exceptional Interim Head of Strategic Asset Management on behalf of our client, a local authority in the South West. This high-impact leadership role is responsible for shaping and delivering the council's Asset Management Strategy across its housing portfolio.
Key Responsibilities
- Lead the implementation and ongoing refinement of the Council's Asset Management Strategy, turning strategic priorities into actionable delivery plans.
- Develop and maintain robust asset data and performance frameworks to maximise financial, social and environmental return on investment.
- Oversee asset grading, risk assessment, and strategic planning for redevelopment, investment, change of tenure, and disposals.
- Lead the Asset Management, Building Safety, and Compliance Commissioning teams, reporting to the Housing Committee, Chief Executive, and Executive Management Team.
- Ensure full compliance with statutory responsibilities including the Building Safety Act, Fire Safety Act, and all relevant landlord and energy legislation.
- Maintain a balanced 30-year HRA Business Plan, while delivering effective governance, strategy development, and service user engagement.
Key Outcomes
- A well-governed, sustainable HRA business plan.
- Full compliance with building, fire, and landlord safety legislation.
- A high-performing, risk-managed, and customer-focused housing portfolio.
- Strong regulatory engagement and preparedness for inspection by the Regulator of Social Housing.
Requirements
- Substantial leadership experience in strategic asset management, ideally within large housing or complex public sector organisations.
- Proven track record in performance and outcome management, driving change, and delivering through multi-disciplinary teams.
- Strong understanding of housing legislation, landlord compliance, and health & safety frameworks.
- Strategic capability in delivering transformation across housing services, with excellent communication and stakeholder engagement skills.
- Demonstrated experience in governance, service planning, and strategic reporting at corporate level.
- Professional qualifications such as CIH, RICS, or CIOB.
