Head of Cloud Engineering - Capital Markets

Role Summary
The Head of Cloud Engineering, Capital Markets is accountable for the strategy, design, build, governance, and operation of Capital Markets cloud platforms across AWS, Azure, and GCP. This role owns the end-to-end cloud platform life cycle-from reference architecture and guardrails, through secure delivery and operations-ensuring platforms meet regulatory, cyber, resiliency, and low-latency trading requirements.
This leader operates at the intersection of engineering depth, governance rigor, and executive accountability, and builds a high-performing cloud engineering organization capable of operating in a regulated Capital Markets environment.
Key Accountabilities
1. Cloud Platform Ownership & Architecture
- Own the target-state architecture for Capital Markets cloud platforms (AWS, Azure, GCP), including landing zones, connectivity, identity, security, and shared services
- Define and maintain reference architectures and approved patterns for trading, analytics, and client-facing
2. Governance, Risk & Audit Accountability
- Act as the accountable executive for cloud governance across Capital Markets environments
- Own intake, disclosure, and ongoing engagement with the Cloud Governance Committee (CGC)
3. Security, Resiliency & Control Integration
- Embed security-by-design across all cloud platforms, integrating enterprise tooling (eg, Wiz, Qualys, CrowdStrike, logging, IAM)
- Ensure consistent vulnerability, configuration, and identity life cycle management across all environments
- Ensure platforms meet criticality and resiliency expectations for Capital Markets workloads
4. Platform Engineering & Operations
- Build and operate a cloud platform engineering model that abstracts complexity from application teams
- Own day-to-day operational reliability, incident response, and root cause remediation for cloud platforms
5. Team Build & Technical Leadership
- Build, scale, and lead a dedicated Capital Markets Cloud Engineering organization
- Provide hands-on technical leadership
6. Stakeholder & Executive Engagement
- Serve as the primary interface between Capital Markets, Enterprise Cloud, Cyber Security, Risk, Audit, and Architecture
Required Experience & Capabilities
- Senior leadership experience owning cloud platforms in regulated financial services environments
- Deep hands-on expertise across AWS, with working knowledge of Azure and GCP in enterprise contexts
- Proven experience addressing cloud governance, audit, and risk findings (CGC, GRCE, SRM, MCP or equivalent)
- Strong background in platform engineering, IaC, policy-as-code, and automation
- Experience supporting low-latency, high-availability, mission-critical workloads
- Ability to operate credibly with executives, auditors, and engineering teams alike
- Experience in Capital Markets
