Head of Civil Engineering Design (Consultancy)

An excellent opportunity for a senior Civil Engineering professional to join a well-established public sector organisation with a focus on sustainable delivery, maintenance and development of strategically important infrastructure across Northern Ireland and the Republic of Ireland. THE IDEAL PERSON
  • Degree in Civil or Structural Engineering
  • Chartered Engineer or working at Chartered level with Engineers Ireland (EI), Institution of Civil Engineers (ICE) or an equivalent recognised professional body
  • Minimum of 5 years relevant post-qualification experience
  • Minimum of 3 years' experience managing and leading teams at a senior level
  • Strong leadership, decision-making and stakeholder management skills
  • Proven ability to deliver complex programmes to time and budget
  • Strong project management and problem-solving capability
  • Excellent interpersonal and communication skills
  • Full driving licence and/or access to transport to travel throughout NI & ROI
  • Right to work in the relevant jurisdiction (verification required at interview stage)

RESPONSIBILITIES
  • Provide strategic leadership for the Civil Engineering Design function with genuine influence at senior management level
  • Lead the delivery of asset maintenance and capital infrastructure programmes with sustainability, environmental protection and long-term public benefit at their core
  • Manage and develop professional, technical and administrative staff
  • Commission, manage and oversee consultants, contractors and suppliers to ensure value for money
  • Progress projects through feasibility, design, planning, tender, procurement and construction stages
  • Ensure compliance with technical, professional, legal, governance and procurement standards across NI & ROI
  • Maintain the highest standards of health, safety and welfare throughout the design and construction lifecycle
  • Manage multiple projects concurrently, ensuring delivery within defined budgets and demanding timescales
  • Oversee the procurement and management of engineering contracts and contractors
  • Provide expert civil and structural engineering advice to senior management and the wider organisation
  • Contribute to organisational strategy, policy development and change initiatives
  • Represent the organisation at internal and external meetings, statutory bodies and stakeholder forums
ESSENTIAL CRITERIA
  • Strong understanding of construction practices across both Northern Ireland and the Republic of Ireland
  • Experience of working within water-based or complex infrastructure environments
  • Understanding of environmental and sustainability issues relating to waterways and infrastructure development
  • Experience forwarding schemes through tendering and procurement procedures
  • Proficiency in IT design tools, CAD and surveying systems
  • Knowledge of health, safety and welfare requirements across the full project lifecycle
  • Experience commissioning and managing consulting engineers
  • Strong negotiation skills and experience in contractor management
  • Experience of site supervision or site management
DESIRABLE CRITERIA
  • Experience delivering civil engineering maintenance or capital works in a water-based environment
  • Experience working within sensitive natural or built heritage settings
REMUNERATION

£61,673 - £64,469 per annum plus an excellent public sector benefits package including a highly competitive pension, generous annual leave entitlement, flexible and hybrid working arrangements appropriate to a senior role, and long-term career security.
